Best way to do this is as follows:

- Go to Undercity
- Get to the noted coords in Silverpine (29,29,bottom)
- Here's the GREAT TIP, don't get out of there, let your character die drowned and release spirit...
- Bam! You've appeared at Crossroads' spirit healer, do sickness resurrect (this works as of 2.4.3)
- Then go to 56,8 and get the second part
- Teleport to Moonglade and complete at the Shrine of Remulos

Both flight masters each have half the answer. Part is in Silver Pine Forest. North Tide Run easiest access is thru the flats, straight to the shipwreck. West, deep in the ocean, when you see bubbles, a chest is next to it to open. The other half is in Sludge Fen, look in the middle, bubbles, and the chest. They can be joined in the shrine.

Druids already have aquatic form way before this quest is available, as of patch 3.0 something. i did this thinking there would be some enhancement, but there's not.

you get a piece of gear http://www.wowhead.com/item=16608...but for me i already had better gear from running dungeons.

That is correct, the quest is no longer necessary to get your Aquatic Form, it is now optional, but the quest is still fun to do!
