The drop rate in Zul'Farrak truly is horrific, I've been farming this cloak for quite some time now, so much so I even had a temp ban from Blizzard I was grinding THAT frantically for the blasted thing. (Yep, they thought I was a bot.. smooth...)

Right now I think I am on around 50+ runs, I've looted one BoE epic, several 'epic sword' pieces, but as of yet, not a single cloak with any stat variation.

I shall keep on, the things we do for transmogs.. I don't know!

This dropped off a Sandfury Shadowcaster after 5 runs of Zul'Farrak. Good luck!
