In case anyone did not know the 濱海治療藥水, the 濱海回春藥水 and the 治療石 do not share a cooldown. I keep a stack of both potions just in case. If you are not a Warlock you can easily get a 治療石 by visiting your garrison, enter the proving grounds and click on the soulwell that is there then leave the instance.

Coastal healing potions scale with your level. At level 110, the Astral healing potion from Legion is actually better, but at level 111, Coastal pulls ahead. I am not sure if the healing power increases after you reach 120 but due to gear, you increase your health. I will update if I notice that it does.
At the third tier of the recipe, you have a chance to proc extra vials. The rate is roughly about one extra vial for every 4 you make. The same goes for flasks, but I have yet to make enough to see the proc rate for extra flasks.

It is important to note that while 濱海治療藥水 notably does not share a cooldown with battle potions, the often cheaper (to buy) 濱海回春藥水 does share a cooldown with battle potions.
