To clear out the misunderstandings about 39 twink legs, I shall share my thoughts.

Highest source of strength for 39 twinks. Firemane Leggings.

Best pants in my opinion, Leggings of the Vault, which offer agility (dodge+armor+crit chance), a bit of hit rating which isn't a highly needed stat in pvp, but to have some is great, so that you'll hit more often, and ofcourse the gem, 26 attack power.

Ancient Legguards of the Bear(/of Healing, for holy paladin twinks) +12 stamina/+12 strength. A very rare pair of stats in these legs, and it is a fairly good one. Some people might even take these over the given choices for a few reasons; cheap if found from the Auction House, more survival and minor strength/armor loss.

- NOTE - ! - NOTE - ! - NOTE - ! -

Clefthide Leg Armor, and other leg armor kits, now bind the item in the patch 3.1.0. Twinks will no longer be able to enchant this on their legs, therefore making the following choices the best ones ONCE AGAIN in a long, long time.

Scarlet Leggings enchanted with, oh god, Thick Armor Kit or Rugged Armor Kit via trade by another player..
