Been using this on my balance druid, procs enough where i have 2-3 stacks on me throughout most raid fight, sometimes 4 and rarely 5. Large stack numbers more common on AOE fights like Scorpyron. Also should be noted that this trinket procs off of dot ticks, so would definitely recommend this trinket to any class that benefits greatly from haste as a secondary or any class/spec that uses a lot of dots in their rotation.

Noticed on Affli lock:
According to my logs and comparing it to people who have this trinket too, the buff uptime is between 73% and 83% of whole fights. And that the effect procs about 80 to 90 times. Whether its 1 stack or whole 5 stacks.

Everything above 4 is obviously 5 stacks. As you can see, the most usual stack is at 3 stacks with occasional 5's.

As an ilvl 890 frost mage, an ilvl 895 version of this simmed at 1900 dps higher than an ilvl 860 Unstable Arcanocrystal with a socket. Or 0.3%.
