This handy item is crafted by Engineers. It is consumable, stacks to 20, and does not require Engineering to use - it can be bought/sold on the Auction House or traded in its current form.

Presumably, you will be able to plant one of these before entering combat to Mass Resurrect your party/raid after combat has ended. At present it has a meager range of 5 yards, so it needs to be planted very close to players (or multiple pylons need to be present in the encounter area).
Alternatively, if a wipe is called/imminent, players can move close to the pylon to ensure being resurrected.

It is likely this won't be usable in combat; it is uncertain how long it will last after planted.

Note that being resurrected by this item grants the 滅團偵測光環 debuff lasting 1 minute. It may simply be flavour, but it remains to be seen whether it prevents you from being resurrected by the pylon again while active.

Note that in Legion, the Guild Perk for Mass Resurrection will be removed, and only healers will have the ability to mass rez.

No need to have Engineering
Resurrection range is 5 yards
Can use in dungeons
Cannot use in Mythic+
Can use in combat
Resurrects you with 1hp, so be careful or you can die right after resurrection if you use it near mobs
After resurrection you get the 滅團偵測光環 debuff
Theory: Prevents you from resurrecting for the 2-nd time from the pylon for 1 min

So we have a thing that revives
1. At incredibly low range
2. Only if everyone else died making it useless in improving the chances at succeeding a raid, at the most it makes you not have to walk.
3. Cannot be used against killer mobs of mythic+ since it is disabled there
4. You revive with 1 hp so no protection against immediate aggro

Another casual only item it seems.

You can place this while moving. I tested this while falling and was able to place it the moment before I hit the ground, then was resurrected by it about a second later.

As of 7.2, 滅團偵測水晶塔 can be used in mythic plus dungeons and is very good for wipe recovery on long corpse runs like Kara and DHT. Even if it's not a wipe, you can use it as a pure DPS to rez a healer out of combat if nobody can. The only down side is if you are dying so frequently that you run into a rez timer, in which case, of course, you'll have to release and run back.

(It's made doubly useful by the fact that 覺醒火盆 cannot be used in mythic pluses.)

P. S. It's also now usable in raids and is amazing for wipe recovery there as well.
P. P. S. You do NOT have to be an engineer to use it. Just buy it off the AH for like 100+g.

How to use:

Make a macro and hotkey it:

/use Failure Detection Pylon
/s Dropping Failure Detection Pylon! Do not release!
When about to wipe, call out on vent not to release.
Hit hotkey. It will create a targeting circle.
Find a healer's corpse and drop it on top of them. (literally on top, because 5 yard rez range) If not, find the corpse of any class who can rez (skip this if you can rez).
Die on top of it.

Bonus tip:
Last boss in upper Kara: That spot in the doorway where your corpses all end up when you wipe? Drop a pylon there before pulling the boss. If you wipe (do not jump off to die!), your corpses will land there and be rezzed by the pylon.

With the newer macro modifiers for ground targeting is it possible to make a macro to use the Failure detection pylon and drop it at your feet or at your cursor I have tried but been unable to make it happen it will still just bring up the ground target reticle.
