81 attack power may not seem like much, but really, its worth it to run the quest and get the extra bonus. The sister piece for casters, the Rune of the Dawn, is pretty cool.

In case anyone wanted to know, this CAN be gotten again if dropped, just talk to Betina again - you can also drop this then get a Rune of the Dawn (for pallies and druids and shaman that switch between melee and caster)

My guild thinks I'm a bit crazy wearing the thing in Karazahn. None of my other trinkets give me a 5.79 DPS inprovement, though!

Just remember to swap it out against the bots and such!

I have to note that, while this trinket may seem useless after a while (honestly it isn't much use in Outland) it regains a lot of utility in Northrend, so there's really no reason not to go ahead and grab it. On my Pally, I did the entire quest chain for this the second I could and now that I'm in Howling Fjord (level 70, hopefully 71 later today) this is really paying off.

obtainable from what? I am at that npc now and did all four of the quests she offers, she hasn't given me anything to get it or have any further interactions obvious. Nor does wowhead list any.

This item can no longer be obtained as of Cataclysm (unless you had completed the quest prior and had not yet turned it in), making this trinket, a very, very rare trophy indeed, as few players ever bothered to do the quest formerly associated with this trinket (and its Spell DPS counterpart) and those that did are very few and far between, even post Wrath of the Lich King (when achievements and reputation related ones were added).

There is no current counterpart to the Seal of the Dawn or the Rune of the Dawn attainable via quests. You also can no longer refund or exchange this item, so be sure to keep this should you have one.
