These items are best for Feral tank Druids. They have uncommonly high armour for Leather Leggins, which should be the first clue. Bears multiply that armour by 4.6 (more with talents), exaggerating this bonus even more.

Plus they have +2% Dodge, again unusually high for a single item. Rogues don't need Dodge as they shouldn't have aggro in the first place :P. On the other hand, Druid tanks reduce damage ONLY through their armour and Dodge % (they cannot Parry or Block like Warriors can), so the +2% Dodge is vital for Bears who take their tanking seriously.

Finally, Bear aggro is generated entirely through damage (with a 1.75 multiplier), while Warrior aggro is inherent in certain attacks like Sunder. This makes the +1% crit and +1% to hit also vital for Bear aggro.

I would have no problem on Rogues rolling on these of course, but let the Feral Druids roll too please as these pants are just awesome for Bears, and the best leggings a Bear tank c

Dodge removed in patch 2.3 in favor of more useful stats. I still wear it on my 62 rogue alt I haven't played much since BC, so good for me I guess.
