Each of the 640 Jewelcrafting rings/necklaces can be upgraded with items created by inscription.

*UPDATE for June 23, 2015* - 不穩定的大型塔岩增幅器 and 不穩定的特強塔岩增幅器 can no longer be crafted. Pre-patch 6.2 upgrade items (created before the patch) can be deconstructed to create the following:

As of 6.2, the new initial upgrade item will be 塔岩增幅器 (used for any and all upgrades until Stage 4). The upgrade items required for each stage are listed below:
Stage 1 to 2 (iLevel 640 to 655) - 塔岩增幅器
Stage 2 to 3 (iLevel 655 to 670) - 塔岩增幅器
Stage 3 to 4 (iLevel 670 to 685) - 塔岩增幅器
Stage 4 to 5 (iLevel 685 to 700) - 強力塔岩增幅器
Stage 5 to 6 (iLevel 700 to 715) - 野蠻塔岩增幅器

**Note that 3 separate 塔岩增幅器 items are required to get from Stage 1 to Stage 4.**

Notes about the upgrade items:

The upgrade items themselves are BoE and can be traded or sold on the Auction House
They can be used by anyone (not just Jewelcrafters)
Using an upgrade item on gear will NOT bind it to you if it is not already bound to you
The upgrade item will NOT change the combination or proportion of stats on the item (e.g. if non-upgraded version has versatility and haste, the upgraded item will also have versatility and haste, just more of each stat)
These items can be used on gear that is already equipped
These upgrade items are exclusively crafted by Jewelcrafters - you cannot craft them as a non-Jewelcrafting, even with the Gem Boutique building in your garrison
The 野蠻之血 used for upgrades to Stage 2, 3 and 4 are obtained from the Garrison Barn, crafted by alchemists as a daily cooldown, or purchased from 『鑒定官』莎茲瑟爾‧黏指 (H)/艾許莉‧澤瑞普 (A) in your garrison for 25 原始之魂 each
The 魔化之疫 used for upgrades to Stage 5 and 6 are obtained from mining, herb gathering, skinning, or fishing in Tanaan Jungle

Notes about the rings/necklaces:

They are BoE and can be sold on the Auction House or traded
They can be used by anyone (not just Jewelcrafters)
They can be equipped at Level 91
The rings and necklaces require 100 塔岩水晶 + 10 真鐵礦石 + 10 黑石礦石 to craft
The base ring/necklace will be crafted with +52-78 each of two random secondary stats (chosen out of Critical Strike, Haste, Mastery, Versatility or Multistrike)
The secondary stats can be re-rolled (randomly reselected) using the consumable item 塔岩再結晶裝置 (1 item required per re-roll)
The quantity of secondary stats when crafted is random as well (e.g. one item may have +75 crit and +59 haste, while another of the same type may have +55 crit and +77 haste)
These items count towards 1 of the 3 maximum Warlords of Draenor crafted items that you can have equipped at one time

A chart of the possible random secondary enchants for this item follows below, with the two stat combinations for each enchant (for example, a ring could be named "Glowing Taladite Ring of the Random Enchantment", where the Random Enchantment is one of the below names):

Just in case anyone else was wondering, these "stage" upgrade items DON'T overwrite any existing enchantments or valor-based upgrades. Those can all be done in any order for the same end result.
