It's most likely a bug, but at the time of writing 2016-12-22 this isn't actually a Robe as much as abruptly cut off shirt. I dressed it in-game in the dressing room on my Human Male and thought it was some sort of graphics glitch at first, but the 3D-model viewer here seems to show the same thing.

Hopefully they'll fix this in a later update.

However, if you're looking for a Suit rather than a caster robe for some strange reason you can pair it with the Silkweave Pantaloons if you like.

I'll be damned if my warlock will be caught dead without a proper bathrobe on though.
