A wild guess of mine might be that the reference here is to the frozen clocks of Hiroshima and nagasaki after the bombardment - but that would be really creepy because it's found inside a dead city/village as well .

Seeing as The Ruins of Andorhal is a "evil place" with the scourge and such. I think the watch is stopped at the because 3 a.m. is called 'dead time'. Supposedly the opposite hour of when Christ died at 3pm. It is suppose to be when the spirits are most active.
