It is not needed for the achievement. You only need to get the buff from the mobs which is randomly given to you after killing one. This item has no purpose anymore.

It's still needed for http://www.wowhead.com/achievement=5443 There's no other value to these anymore so they've become a buff. Rates are poor but I suppose it's still an Achievement for those who want it.

As of 4.3, they're still dropping, still "white" (should be grey), and still serve no purpose.

i had to kill this wildkin for the achieve, didnt have to loot them just kill a few of them and u will get the buff.

You used to turn this in lots of 3 for 魂能之詐. The quest 枭兽魂精 was removed in 4.0.3 and these serve no purpose anymore.
