I think this item is a reference to someone who lost an eye, maybe a Blizzard employee.

Toria's Unseeing Eye had an iteresting flavour text. Usually items with name's have a backstory for Blizz employees or family/friends.

A reference to Toria, the guild leader of Goon Squad - Mal'Ganis, who overcame a tumor in one of his eyes, albeit at the loss of (most?) of the vision in said eye.

Had this drop for me in Skyreach, on a class that can't even use leather, off of a Skyreach Sun Talon. When you get it in an instance, it comes up as personal loot, with a little 'You Won ' alert, so no need to worry if you see one-- people can't roll against you and take it. :)
