Make sure you have a fishing pole equipped, and are not using open-fishing which is now possible with the fishing changes made.
If you do not see the "Nat's Hookshot Lure" buff/debuff in the upper portion of your screen, it is NOT being applied. Do not do as I have done and fish up 200 normie fish thinking it's just really bad luck and the buff is just invisible. ~~*smile*~~
If right-clicking the quest item lure, while equipped with a fishing rod, is not working: Use a bait, any bait, fish a couple throws with that, and then try again to apply the quest lure.
No, you cannot get the lunkers in your Garrison. If you choose the lava pool to the northwest entrance, be sure you fly over and stand on the far side, or it counts you as in your Garrison
For added fun, get the Darkmoon Faire fishing hat, and on cooldown use the function to spawn a debris pool. You can get some fish while the Faire is in town, and it helps spice up the otherwise lengthy quest of getting Lunkers.

I found that logging out will cause the lure to disappear, and logging back in doesn't necessarily fix it. The ONLY way I could fix it was to apply other lures/baits and then re-apply the Hookshot.

Much like fishing for enormous fish you don't NEED a school/pool to get it. But, it greatly increases your odds. It WILL still take a while. With fully maxed out fishing, and a good rod, and a hat, and an eaten buff, I am still struggling. So, be patient.

For Frostwall, the easiest place I found is the tiny little island by Bloodmaul Stronghold. 6 or 7 pools pop up there, and you can just rotate around. Frostwall was the most annoying place for me, as the lava pools are pretty spread out and don't have a great respawn rate, but that Sea Scorpion spot is pretty good. Good luck!
