So far I've gotten:

The Warp: 2 min debuff that randomly warps you.
The Herd: Summons 6 Angry Bovine for 10 mins to fight for you. They deal about 4k damage at level 96 to level 100 mob's.
Vulnerability: Magical damage taken increased by 100%. 1 min debuff.
Devastation: Damage dealt increased by 100%. 2 min buff.
Nimbleness: Haste increased by 50%. 2 min buff.
Frailty: Physical damage taken increased by 100%. 1 min debuff.
The Void: Invulnerable. Unable to act. 1 min Debuff.
Wrath: Critical strike chance increased by 100%. 2 min buff.
Swiftness: Movement speed increased by 50%. 5 min buff.

Definitely based off of D&D's Deck of Many Things, which causes a variety of (good or BAD) things to happen to the drawer, depending on the card that was drawn!

Has 52 charges (currently the display of it is bugged at the vendor).
Here are all Buffs/Debuffs of this. Its simple to find out by spell ID Blizzard always uses a row of IDs here: 170963 - 170972

Buffs:
憤怒 => Critical strike chance increased by 100%. 2 minutes remaining
破滅 => Damage dealt increased by 100%. 2 minutes remaining
靈巧 => Haste increased by 50%. 2 minutes remaining
迅捷 => Movement speed increased by 50%. 5 minutes remaining
牧牛 => 牧牛 => Summons many cows to fight for you. 10 minutes remaining

Debuffs:
脆弱 => Physical damage taken increased by 100%. 1 minute remaining
易傷 => Magical damage taken increased by 100%. 1 minute remaining

Neutral:
虛無 => Invulnerable. Unable to act. 1 minute remaining (Can still interact with items you have to loot for quests!)
時空扭曲 => Causes you to randomly blink. 2 minutes remaining (Also blinks you on a mount and while crowed controlled)
野蠻人 => 狂暴 => Causes you to randomly go berserk, increasing damage dealt and damage taken. 5 minutes remaining

UPDATE: It works in 鬥陣競技場 and Ashran!
Just killed 肉糰 with 憤怒, Recount said I realy had 100% crit in this fight and made 75k DPS killed in 50s.

This may be common knowledge, but if you use even one of its charges, you cannot return it for a refund within the 2 hour window.

The 52 charges are of course a reference to the number of cards in a standard deck of playing cards.

Not including the Jokers and Rules for Draw and Stud Poker. You were supposed to take those out of the deck.

The cows it summons are name Angry Bovine which is possibly a reference to the Diablo II Secret Cow Level where the cows are named Hell Bovine.

Be careful, The Warp debuff can blink you off pet battle. Annoying.

Can't reply, cause my comment got minuses not sure why. Maybe I was't precise enough. Whar I meant: when you enter pet battle with The Warp debuff on you, it can proc during that fight, you will blink and automaticly lose that battle. Shadow, you can't use item in pet battle anyway.

While this doesn't work in Raids or BGs this DOES work for the Brawler's Guild and the 2 minute buffs line up perfectly for those 2 minute fights, giving you the edge you need to obliterate fights you are struggling on.

Of course... everyone is going to laugh at you if you draw the Void...

If you draw 'The Warp' which makes you blink forward sometimes, it will kill you if you are on a flight path as the blink makes you dismount and drop.

Really wish it was a toy just so you don't have to keep farming for the darkmoon tickets. And no it would NOT be OP because the item is disabled in every instanced area for both pve and pvp. It can also backfire and mess you up.

This item is worth every copper! Heres some examples of how overpowered this can be. In Battle for Azeroth, on the island Mechagon, rare spawns with up to 4-5m HP take minutes to solo or multiple people to kill. On Warmode, I found myself the first one to tag one of these rare spawns. Sadly, over 10 horde show up and my chances of getting loot were 0. Until, I used this item and received the 60sec void debuff(immune to all damage and unable to act) allowing the 10+ hordes AoE to kill the rare and give me the loot! Most epic moments from this Deck!

Last Deck of Nemelex Xobeh is alive & well in the Dragon Isles.
This item is a Bag Slot Essential and has remained one of the best items I was ever shown in BFA, and I always make sure I have a deck on me , and room for it in my action bar as a full time WAR-MODE active player in Dragon Flight.

As I have discovered, It is one of those lesser known-world PVP, Player-Killing tools, but is in my 'Must Haves' in my action bars.
I assume all of us who know it's true worth could tell big fish stories, dating back to when WPVP in BFA was the last great open world fights we had in this game and using seeing something great happen with these cards , like the time I killed and entire RAIDs-worth of muliboxers attacking Org with My Herd of Angry Bovines. And it was the first time anyone on my team had ever seen them. And they all laughed at the dead bodies around the very angry aggressive cows, who would attack the first enemy attempting to use a soulstone.
Or that one time A 10 man zerg team tried to gang up on me in the Night Fae zone, in Shadowlands. Because I usually use my deck as my last resort, but I drew "THE VOID", and because I always have an equipped, I could read how they were making the assumption that I had, "logged off", but saw me moving, so then i was, "a hack/bot" But fortune was mine, because before the VOID window was over, My Ashran BG popped, And i entered the Battleground, alive!

My monthly visit to the Darkmoon Faire means I get few free skill points in my chosen Dragon Isle Professions from the quests there, and I Easily have more than enough tickets to buy a new 52 card deck if I need one, because I have been loading up all month of the cheapest quest items/books such as , , and so forth that folks place up for auction for sale.

There is only one bad card in the bunch, which is "Frailty", which lowers my stats, And I usually die fairly quick when I see it. But, since I use these as my last line of defense, when its me vs 5 enemy players, in the open world, I don't mind getting that card. I just hope for better luck next time, I pray for Cows,
