I was able to obtain this on the WOD beta on 8/25/2014 from an Invader's Abandoned Cache obtained from Gold Victory from doing the daily garrison invasion. Dropped as a Windwalker monk.

Was able to easily make gold with myself as an ~590 Windwalker Monk and a friend as an ~595 Assassination Rogue, completing every event that cropped up as soon as possible and killing mobs in between.

The name and flavor text appears to be a reference to an NPC from the Timeless isle who sells food and drink, and is himself a reference. Posted here.

Grimthorn Redbeard appears to be a reference to Kevin Stallard, the Director of the MMO track at Dragon Con in Atlanta. Further supporting the reference is the first beverage he sells, Dragon P.I.E., referring the the con alcoholic beverage made famous at Dragon Con, and reportedly introduced to Sr. Developer Jonathan LeCraft by Kevin aka "Grim" at Dragon Con 2012.
