This enchant would be useful to skin final boss in Violet Hold before Cata drops as she is currently 455 for skinning!

At level 85, skinnable dungeon bosses require 530 skinning, which is 5 more than maximum level you can get.

The Green Whelp Scale can only be farm from Noxious Whelp in Norther Feralas as the other mobs in Swamp of Sorrows have been removed.

The mobs removed were as follows:
- Dreaming Whelp
- Adolescent Whelp

If you're curious as to why anyone would want this enchant over Enchant Gloves - Gatherer is as simple as if a rogue wished to enchant Dark Leather Gloves. Gatherer will not enchant on them due to item level restrictions.

SIDE NOTE: Anyone wishing to skin Cataclysm raid bosses may wish to farm two Finkle's Skinners from Upper Black Rock Spire (UBRS), a vanilla 10 man raid/dungeon.

Update:

I put some effort into farming this but no luck. I cleared the cave 5-6 times, which was 40+ shadow hunters, and probably twice that many headhunters inside and outside, and 9 bezerkers (they spawn in a corner of Stromgarde Keep). Lots of wool, mutton, quite a few greens, no recipe. If it still drops the rate has to be closer to 1-2%, or else there's a different reason it won't drop.

i can confirm it still drops in the cave. not sure on drop rate i got lucky and got it on first run.

Confirmed this still drops from the Berserkers in Stromgarde, as well. Cleared out the cave twice with no luck (about 50 mobs), Berserker up on the ledge near a well dropped it first kill.

Was working on a quest and just killing things at random. Noticed the cave but didn't think anything of it. Killed a berserker at the cave entrance (wasn't even inside the cave) and he dropped the recipe.

Tried to sell the enchant in /Trade, nobody was interested. Tried in the AH, didn't sell. Tried a second time in the AH, still didn't sell. Finally I gave it to a friend who was starting an enchanter.

Lucky on the drop, lousy on the sale of it.

This enchant allows you to skin 530 skinning required bosses. For this recipe you'll need 1 & 3 綠色幼龍鱗片s that are only skinned from 劇毒幼龍s, which also drop 翡翠龍寶寶, OOX-22/FE定位器 (needed for pet questline), & 精龍的蛋.

As of earlier today this is confirmed to still drop from the mobs listed here. Took around 300 kills...but it drops.

This is still dropping in Legion. The cave is the best place. The camps outside are the wrong type of Witherbark trolls. It dropped for me from a Witherbark Shadow Hunter after about half an hour of farming.
