So based off the sliding scale on wow head all of the BoAs will end up at 633 item level with Mythic (currently heroic) weapons going up on average 6 levels, Heroic (current normal) 7 levels, and Normal (current flex) 8 levels up at a time. There are a few levels that the increase is smaller or larger to balance out and end at 633.

I never seen this item dropped. I try to get it now for 2 weeks in a row with 8 toons. And even in the big groups I am in, always a weapon drops. Never seen any offhand.

is there a special trick to getting the shields that i dont know about?

Be aware that this and other off hands Heirlooms cannot drop as your first mainspec Heirloom from Garrosh, you will always get the weapon. It can only obtained randomly once you have already received a mainspec heirloom from Garrosh on the same character and difficulty. at all anymore, as they are no longer obtainable with the release of WoD.
