As the name suggests, this is from the goblin engineer trainer... however.
The item itself doesn't say "requires goblin". This leads me to believe if you start as goblin, learn and make this, than switch to gnomish, you should still be able to wear it. (In theory).

It is required to gain the 530 Mining-Skill to mine frome Ozruk in the Stonecore!

Love this one.
Helped me mine 3 extra Titaniums, which made me skill up a little bit faster.
Also, as said above, it lets you mine the bosses in Stonecore.
Do not underestimate it.

It seems that the +5 mining from the helmet don't stack with the +10 mining from the Gnomisch Army Knife at the moment. (Patch 5.1)
