So I am cleaning the post up a bit, with 5.4 hitting ~~in the next week or two~~ on September 10th, I will make this info no longer possibilities that are being toyed with, but if it went live today what would happen. I will also update if anything changes in the next few weeks, since there is still a few weeks until 5.4 actually hits.

No more scenarios! Rygarius confirmed on twitter that when the cloak goes from epic to legendary it will upgrade 2/2 AUTOMATICALLY. So you don't need to bother upgrading it to 2/2 when you get the epic one.

It cannot be upgraded past i608.

It looks like specs that stack mastery, arcane mage and demonology warlock have the highest proc co-efficient increases. This is because mastery has no affect on the cloak, despite both of those specs (arcane mage and demonology warlock) masterys' increasing spell damage done it will not affect the cloak.

Haste increases the rppm of the cloak still, because unlike intellect rppm proc trinkets it won't triple dip on haste. So specs that stack haste have a lower co-efficient than ones with mastery. Same with crit, specs that stack crit will have more crits from the cloak, thus increasing damage. So they lower the proc co-efficient. This may turn out to look like the mastery stacking specs will do more with the cloak, but more than likely they will do slightly less since the haste and crit stacking ones may come out slightly ahead. Still balanced for the most part.

Also! The 3 screenies of the draeneii cloak proc, I submitted those! I have also found them...everywhere where there is a 5.4 cloak guide. It's kind of funny going all over the web reading up and poof, a picture you took is on guides. Lol.

Also the cloak wings do show up if the cloak is hidden and as mentioned before randomly appear out of combat.

The legendary cloaks of Mists of Pandaria can be acquired after completing the long quest chain offered by Wrathion over the course of the expansion.

The cloaks that can be attained are the following:

Curious as to wether or not cloak retains upgrade if you already upgraded the epic cloak, or do you have to go and upgrade it again? Prolly be okay in any case because at the rate I'm going I may finish by the end of august.

Ok here are a few clarifications regarding this cloak.

1: When upgrading from epic to legendary, the current "upgrade" state of the cloak is irrelevant. The legendary will always be 2/2 in upgrades, regardless of how upgraded was the epic. So if you just bought a second epic for your offspec DO NOT upgrade it if you are turning it into legendary immediately.

2: The proc on the cloak triggers a nice cosmetic effect in the form of wings (Blue for the Physical DPS players, Green for Caster DPS, Red for healers, Yellow/white for tanks) shaped like one of the Four Celestials of pandaria.

3: This is one of the best news, those wings WILL DISPLAY EVEN IF YOU HAVE YOUR CLOAK DISABLED. This was a major concern in the past, because items like the Warlock Tier 6 helmet, would only display the wings if you actually had the helmet enabled. In the case of these cloaks if you dislike how they look (or are just like me, who dislikes all cloaks in the game) you can disable them and still enjoy your nice wings.

4: Second best news: You don't have to be in combat to display the wings. While the wings will always pop out any time the proc activates, they also have a random chance to activate even if you're just standing around, or traveling. A good news for tanks who would otherwise almost never see their wings (the tank proc is more of an emergency CD).

5: Druids rejoice, THE WINGS ALSO SHOWS UP EVEN IN BEAR/CAT FORM.

Its unknown what effects (if any) would transmogrification have on these cloaks, because due to their legendary status, they can't be transmogrified, or have their appereance given to other cloaks.

If at any point in the future blizzard allows these to be used in future cloaks for Transmog, I'm hoping the wing visual effect happens too. A man can dream =]

Just got the cloak. I am absolutely loving it. With a 541 ilvl, it does 87,222 damage over 4 sec, and I assume it scales with spell power. Procs 3.89 times per minute.

For any Mistweavers that may be curious (because the stats for this one really are better then Chi-ji's for us):
The proc DOES NOT contribute to eminence healing, and DOES NOT proc from fistweaving, only CJL or your level 30 talents.

Hello all!

I wanted to give you some clarification about the cloaks. Keep in mind that the quest chain continues where you left it. That means that if you choose the healer cloak with spirit, when upgrading it with the 黑龍軍團的永恆精華, you’ll receive the healing cloak.

But we have good news! If you want to change the cloak you chose, you have the possibility of buying a new cloak from Blacktalon Quartermaster, along with the 黑龍軍團的永恆精華.

Please, keep also in mind the cloak and the Timeless Essence will only be available once you've completed the relevant quests:

Picked this cloak up as well as the 赤吉之善，將康 I got from the quest line as a Discipline Priest. I'm using this now while soloing or doing anything other than LFRs (don't do big boy raids). I don't need the extra healing outside of raids and it boosts my DPS up by a nice chunk. Well worth the 7k.

I didn't upgrade my epic 600 cloak and immediately finished the quest to get the legendary. The legendary cloak came upgraded 2/2. I don't think the non-upgraded exists.

As a note, for those of you who love soloing old content for achievements and other things like that. . .take this off! It's great AOE, but it tends to kill mobs you don't want to die.

The damage dealt by the procc is nature, which means it is amplified by Solar Eclipse and thus scaling with Balance Mastery, making this item even more vital for decent dps as a Moonkin.

Triggered by damage caused by reflective shield. May be common sense, but I was surprised when I saw it trigger while I was doing archaeology with turtles attacking me. With just the shield up, before I knew it, flames killed all the turtles.

Very happy to have this cloak now that I start Soo in Heroic. As an an arcane mage, this item REALLY increased my DPS (more or less 100k with my stuff) thanks to my mastery stacking!

In my opinion, these should be account bound. You should only have to do this lengthy and tedious quest chain once. Some may disagree, but I feel that it's still fair. Getting a new cloak still costs a lot of gold, so imo that evens it out.

All I'm saying is once I beat this the first time, I never wanted to do it again.

The damage on this item doesn't appear to scale correctly against lower level mobs. It was hitting Wrath bosses with 10M hp for ~600 damage a tick, which makes the bonus damage pretty much worthless.

For anyone wondering: Similar to the Legendary Meta Gems, this item will no longer proc upon reaching level 100. It does continue to work while leveling from 90 thru 99.

If you already have the questline completed, you can still obtain this cloak by first purchasing the Epic version, then purchasing the Timeless Essence of the Black Dragonflight, then using the item. Your cloak will upgrade to its Legendary counterpart!

Please return this to the game, or at least a cosmetic of it. Not having any chance to obtain a piece of equip that is literally perfect for my main - mistweaver - is depressing, considering how few pretty mogs monks have in general (ehm, df s2 tier set design sucks, ehm).

This apperance along with the other legendary cloaks have been readded in the form of the Cloak of Infinite Potential in remix. Once your cloak is at a high enough level it will transform into each of the 4 cloaks and add the appearance to your collection
