The tooltip for intellect changed a long time ago, it used to say increases how fast your weapon skills up.

People thought that they removed the intellect benefit to weapon skill, this is not the case.

I just did some testing leveling up my polearm skill from 370 - 400, and with a 1.5 second attack speed and 800 intellect, it only took 10 minutes so clearly intellect has a huge effect on weapon skill.
I was levelling it in my holy gear and noticed it was about 100 times faster.

its weird that intellect lower time of weapon levelling. you must use brain to know how to cut someone?

One description for intelligence is the ability to learn.you dont have to be smart to know that if you cut someone, that he will bleed and eventualy die :)
edit: and blizzard should write it to tooltip, that inteligence increases rate of learing weapon skill, because some warriors was stuck on 399 for some hours before it dinged to 400. So if they know it, they will stack some int to lower time
