Tank: night elf
DPS: human, Draenei, or dwarf

From best to worst in my opinion:

Tanking:
Night elves get the +dodge passive racial which helps an avoidance tank class.
Dwarves get the stoneform for some extra mitigation cooldown and expertise with certain weapon types to free up gemming while maintaining threat gen.
Draenei get +hit which helps free up some gemming while maintaining threat gen.
Humans get extra expertise on certain weapon types to free up gemming while maintaining threat gen.
Gnomes don't get anything extra for tanking.

DPS:
Draenei get the extra hit.
Humans get expertise on certain weapons.
Dwarves get expertise on certain weapons.
Gnomes don't get anything extra for dps.
Night elves don't get anything extra for dps.

PvP:
Humans get the every man for himself ability.
Dwarves get stoneform.
Gnomes get escape artist (useful but not as powerful for DKs since DG can bring opponent to them)
Draenei get a self-heal
Night elves can surprise opponents on an objective with shadowmeld.

Racials are by no means going to make or break your DK. If you've already made an leveled him/her don't worry about it.

Despite lacking the racials, there is something absolutely awe-inspiring about a little gnome beating down a tauren in pvp, and they are a little harder to target too. For pve, racials aren't going to make or break anything, just add a little flavor.

Human's forever. Free pvp trink which is also extremely useful in pve, 10% extra rep, and expertise bonus. But honestly, just choose the one you like most.

Racials are by no means going to make or break your DK. If you've already made an leveled him/her don't worry about it.

This. Also, racials are changing with Cata, so whatever race is considered "best" racial-wise now could be the worst in Cata.
