This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the final level of this building.

This will very useful for all players, and has the following abilities for each level:
Level 1: Opens a new trading route and grants access to new trading missions.
Level 2: Opens an additional trade route.
Level 3: Unlocks Specializations.
This can only be placed on a medium lot.

The Level 3 Trading Post is rewarded by completing 蠻荒盟友 (Horde) or 蠻荒盟友 (Alliance). This achievement is account-wide.

So let me get this straight. The level 3 perk is 20% bonus to Draenor reputation. But in order to get to level 3 in the first place, you need to be exalted with 3 Draenor factions... And there is only a total of 5 factions in Draenor for either Alliance or Horde. That is a very underwhelming building perk for a main character but I guess it helps the alts since Savage Friends is account-wide.

Faster way to get savage friends achievo and b.prints lvl3 - exelated with Arrakoa, Steamwheedle and Vol'jin spear\Stormshield. Arrakoa farm take 4-5hrs solo in Lost Veil Anzu(SE corner of Spire), Steamwheedle - farm items in NW Nagrand. Why? In other words: Even if a faction is not a Draenor faction, you will still get the 20% reputation bonus if you are located in Draenor when the reputation is applied. As a human - getting 10% extra rep from diplomacy and 100% extra rep from grand-commendation-of-the-klaxxi - my toon got 2600 reputation from a stolen-klaxxi-insignia. Usually it would only have gotten 2200 reputation (= 110% extra rep), but it obviously got 130% extra reputation. You also get 20% extra rep with Nomi when doing his daily cooking quest when being in Draenor (simply buy the mats in Halfhill, but complete the quest in Draenor). I wasn't able to find the trader, then realized why. The work orders NPC (for Horde, Fayla Fairfeather), has the quest 商業技巧/交易的訣竅, easy quest, you go out, give a drink to the daily Trading Post trader (who is out sleeping on the job!) and once you turn the quest in, the trader shows up in your Trading Post.
