Achievement criterias are wrong or this achievement bugged.

I've got level 3 great hall,
small buildings - tannery, enchanter's study,salvage yard ( all level 2),
medium buildings - lumbermill, frostwall tavern (both of them level 2)
large buildings - war mill (level 2), barrack (level 1)
also mine,herb garden and fishing shack (level 2)

and don't have this achievement because "At least 1 large building activated" criteria is still grey

Same here. Guess it's a bug. I'll write a ticket and update this post when I got an answer.

Im getting the same thing too, although mine is the 2 medium buildings.

I lodged a support ticket and basically they told me they cant fix it, and cant get the data to confirm the meta is correct or not.
They said to come to wowhead to check the criteria to make that i have completed it correctly and if i feel this is a bug to submit a bug report.
I replied saying you have the log data i dont and that they should submit the bug report from the data that they have.

I have this issue but i have barracks, inn and alchemy lab/salvage yard at lvl 2 and only have large plot green. I have ticket in for it as well.

I would guess that some of the flags for buildings are set to level 3.

I just upgraded my Dwarven Bunker to level 3 today and this achievement triggered upon completion.

Achievement remains bugged. I've met all requirements as stated but "2 small buildings" remains grayed out.

Johnnyrizzle noted said achievement triggered upon leveling their building fully. While this isn't stated in the description, I'll try to remember to report if such works for me as well when I get there.

Worked for me in TWW. I had same issue as others where in my case I had 2 small level 2 buildings but tracker said I didn't. I thought I could get this without filling every plot which was not the case. Once I filled the last small plot and upgraded to level 2 the achievement hit. I also upgraded my mine to level 2. Note the Menagerie, Fishing Shack and Herb Garden were all locked when it popped so you don't have to unlock those and get to level 2, at least that's what happened in my case.
