So, for those of you who were standing in Boralus and pondering why you aren't getting this achievement even though you meet the requirements?
Head over to Stormwind and go to the area where the allied races are ( stormwind Embassy) The quest "made in Kul Tiras" will be there. After you finish the questline, you will be granted the achievement.

Once earned, the heritage armor can be used by any Kul Tiran alts, including low level, boosted and race changed ones.

If your Kul Tiran is still locked, even after you've completed all achievements, make sure the following quest chain is complete as well:

Head to Stormwind.
Fly north to the Embassy of Stormwind.
Accept Made in Kul Tiras from Jaina (main quest that starts a long a** chain)
Port/Hearth to Boralus.
Go to the Harbormaster's Office and speak with Cyrus Crestfall. Tell him "I am told you know where to find the shipwright, Dorian Atwater?"
Listen to the dialog.
Turn in the quest and accept The Master Shipwright.
Speak with Jaina and <Take the letter.>
Fly to Brennadam, Stormsong Valley.
Speak to Cyrus to turn in quest.
Accept Fish Tales and Distant Sails.
Speak with Talkative Brennadam Citizens and ask them if they know where to find Dorian.
Once you learn Dorian's location, go back and talk to Cyrus to turn in the quest.
Accept Home, Home On the Range.
Fly to Deadwash, Stormsong Valley.
Ride NW to /way 49.94 50.04
Talk to Old Atwater and ask him if he is Dorian Atwater.
Go inside the house and turn in quest to Dorian.
Accept I'm Too Old for This Ship.
Go outside the house and saddle the horse Hurricane (it may take a few tries).
Use your Flight Master's Whistle to get to the nearest flight path.
Fly to Tidecross, Stormsong Valley.
Speak to Dorian to trun in quest.
Accept Covering Our Masts and The Deep Ones.
Slay 12 Drowned Forces while clicking on all 4 Fog Wards to gain Concealing Fog (it will make you less detectable to enemies)
Go back to Dorian and turn in quests.
Accept Frame Work.
Port/hearth to Boralus.
Fly to Heatherford, Tiragarde Sound.
Ride NW to /way 68.86 20.44 and enter the buidling
Speak to Dorian and turn in quest.
Accept Team Carry.
Collect 4 Heavy Lumber then follow Dorian on the path heading north (she's so annoying ugh)
Speak to her to turn in quest.
Accept The Bleak Hills.
Use your Flight Master's Whistle to get to the nearest flight path.
Fly to Fletcher's Hollow, Drustvar.
Ride to /way 61.90 59.33 and speak with Thornspeaker Birchgrove to turn in quest.
Accept Gorak Tul's Influence.
Fill the Drust Vessel by killing mobs and gathering Empowered Minor Cairns (they look like tall rocks with an arrow pointing down).
Go back to Thornspeaker Birchgrove to turn in quest.
Accept Balance in All Things.
Talk to Arthur Tradewind (druid cat next to you) and ask him to take you to the High Thornspeaker. He will shapeshift to a druid stag for you to ride.
Speak with Ulfar and ask him to tell you how you can help.
Click the Ancient Seedling to begin the ritual. Run over the green orbs and kill mobs that spawn to complete the ritual.
Talk to Ulfar and turn in quest. Go outside the cave and use your Flight Master's Whistle to get to the nearest flight path.
Fly to Watchman's Rise, Drustvar.
Go west to /way 33.15 30.38 and speak with Chelsea Wright to turn in quest.
Accept Drop It!
Follow the Wicker Beast that spawned next to you. He will guide you to the cave at /way 36.31 29.25
Click the Storeroom Keys. Talk to Wicker Beat to turn in quest.
Accept Her Dog Days Are Over.
Jump down to /way 35.33 28.93 and click Gnawed Bone.
Ride to /way 35.99 30.94 and click Worn Collar.
Go inside the house at /way 34.59 30.59 and click Squeaky Toy.
Go back to /way 33.15 30.38 and speak with Chelsea Wright to turn in quest.
Accept Make it Wright.
Click the Storage Crate next to you to turn in quest.
Speak with Bound Sky next to you.
Accept Summons from Dorian.
Hearth/port to Boralus.
Fly to Tidecross, Stormsong Valley.
Ride to /way 66.51 44.23 and talk to Dorian to turn in quest.
Speak to Jaina next to you and accept A Worthy Crew.
Hearth/port to Boralus again (my bracers have Cooled Hearthing enchant) or use your Flight Master's Whistle to get to the nearest flight path.
Fly to Proudmoore Keep, Tiragarde Sound.
Go upstairs to /way 42.95 56.25 and speak with Tandred Proudmoore and tell him "Jaina has sent me to spak to you".
Hearth/port to Boralus again.
Go to /way 75.94 23.01 and speak with Brother Pike. Ask him if he's interested.
Fly to Vigil Hill, Tiragarde Sound.
Go to /way 56.68 61.17 and talk to Lieutenant Tarenfold. Ask him if he's interested.
Go back to the flight master and fly to Outrigger Post, Tiragarde Sound.
Recruit Rosaline Madison at /way 35.26 24.14.
Hearth/port to Boralus.
Fly to Tidecross, Stormsong Valley.
Go to /way 67.63 44.90 and speak with Dorian. Tell her "Well, you heard the man".
Talk to Jaina next to you and turn in quest.
Accept Blessing of the Tides.
Talk to Jaina again and choose a name for the vessel out of the 4 choices. (I chose Dawnsailor)
Follow Brother Pike and click on the Rowboat. (watch/skip cutscene)
Talk to Jaina and turn in quest.
Accept Allegiance of Kul Tiras.
Click the Captain's Helm (in front of you) to sail to Stormwind.
Jump down on the deck and speak with Anduin to turn in quest.
Achievment Earned: Allied Races: Kul Tiran

Congratulations, now go create your Kul Tiran!

its a constant flight back and forth across KulTiras, it feels like this chain takes forever but in the end id say its worth it, really like the KulTiran Race and their story tied to them

Just saying, I'm now getting started on this specific quest, and just to get to this point requires much research (a deep reading of wowhead quest pages). The quest lines are bugged (disappearing quest givers for instance) as well as non linear with the required progression. Pay attention to that as well as the prerequisites in wowhead, for this mount/race this site is truly your friend (not the blizzard wow team, they were totally high when they did this...) ;)

Oddly enough, even though most (all?) of the other allied-races have portals to their 'home' areas right near the embassy, the Kul Tirans seem to be left to the mercy of either keeping their hearth as-is, or losing contact with Boralus until they level.

Holy ^&*! this chain takes forever! At first I was going along with this chain, reading all the text and what not... then they sent me pick lumber, then the lumber was "cursed" then fly to drustvard, hop on a druid to go to their archdruid (who I already visited before) then walk a dog, then fly to stormsong then... c'mon!

I faction changed and then struggled to find the quests. I read a lot of the posts about where to go for this or that quest. Bottom line: check your quest log for those under Alliance War Campaign. I was three quests away from picking up the one everyone said started the chain. And the entire thing, start to finish -- three separate quest lines -- can be done within a couple of hours.

Just so everyone knows as of Patch 9.2.5 and 07/20/2022 the following is required if you have faction changed/server changed.

1. Tides of Vengeance
2. The Pride of Kul Tiras including Siege of Boralus: Lady Ashvane's Return. *** All Dungeons quests can be skipped ***
3. Loremaster of Kul Tiras.

Now assuming you have these done and have faction changed/server changed like me. You must run through the first part of the War Campaign, then the 2nd part of the War Campaign. You may do the Pride of Kul Tiras whenever its quite easy at level 60. After this is done, you will be able to go to your Embassy and then start the 25-quest-long chain to finally unlock Kul Tirans.

This might help some Horde Players

Normally I play Horde, I did the Alliance Races simply for the mount on the Horde side but I discovered this. First mind you. I dont have Pathfinder for BFA. I came back to WoW retail towards the end of Shadowlands.

I started my Journey with a Horde Hunter at Lvl 1 and went straight to BFA doing the Zandalar Quests which I then discovered that to basically unlock Zandalar Trolls theres a ton of quest chains and achievemts needed but along the way to unlock Zandalri Trolls you get the pre-requisites to unlock Maghar and Vulpir as well. at lvl 50 you need to complete 復仇之潮 which only unlocks after you get Ready for War Achievement. you also end up knocking out Zandalar Forever which I believe gives you the Lore Master of Zandalar.

ok. so after I unlocked my Horde Allied Races I decided to unlock alliance races. I started with Light Forge Drenaei. I followed the guide from wowhead and it was helpful. Along the way to unlocking the LFD allied race, you also end up unlocking the Void Elves. what I didn't know next was interesting.

i went to Stormwind to do the final race unlock quest chain for Drenaei and saw that the Void Elf quest was also available and the Dark Irons were too. According to my character creation page, I was not eligible to unlock dark iron because I hadn't done Ready For War on Alliance side.

Apparently, if you do that achievement on Horde, it counts towards alliance. As a Complete Horde Allied Race collector, I was also able to unlock Light Forge Drenaei, Void Elves and Dark Irons.

Kul Tiras was looking very time consuming and noticed an Achieveent, A nation united. consisted of 3 separate achievements but listed that I have Lore masker of Kul Tiras because Lor master of Zandalar apparently transfers over. you need the A Nation United achiement to unlock Ready for War which also unlocks Tides of Vengance.

Upon Completing the Tides of Vengeance Quest Chain I was awards the Alliance Only Wolf Mount and Horde Mount. you dont need to unlock all the races to get it. Just Do Tides of Vengeance on both Horde and Alliance.

Bottom line. some achievements transfer cross faction and allow you to skip some quests/quest chains for certain races.

Toward the end of the Shadowlands expansion, I decided to unlock all the Alliance races. I'd always played Horde to that point and had unlocked all of the Horde races. Having no Alliance characters, the first step was to get a toon to 50. That allowed me to unlock every race except the Kul Tirans.

Now the requirements to unlock Kul Tirans are very involved and the information on WowHead can be extremely confusing. The requirements have changed since Battle for Azeroth was the current expansion. I got halfway through the Loremaster of Kul Tiras achievement when I found out I didn't need to do it since I'd already done the Loremaster of Zandalar acheivement on the Horde side. However, I couldn't figure out what to do next, so I went ahead and finished the Loremaster of Kul Tiras achievement over several days. But then I was really stuck. It seemed like I needed to do the Ready for War achievement and then the Tides of Vengeance achievement, but the people who were supposed to kick those quest chains off for me weren't talking. Tides of Vengeance was showing up as not done in my list. Ready for War was gold, but it was showing that I'd only done the first 3 quest chains in it.

While reading everything I could on Wowhead, I stumbled across a comment that said something about the Heart of Azeroth. I had never gone to get mine and there was no indication that I needed to. But there was an NPC in Boralus that gave me the quest to go see Magni in Silithus so I figured I'd give it a shot. Once I had collected the necklace, I went back to Boralus and Halford Wyrmbane was offering me the option to start the Blood on the Sand quest chain for Ready for War! (Note: You don't need to do any further quests from Magni after picking up the necklace.)

After finishing the last 5 parts of Ready for War, I was finally able to start the Tides of Vengeance achievement by picking up the first quest in the chain. Once I finished that, there was still one last quest chain to get through. At the end of that chain, Jaina decides they need to kill Sylvanas.

Now I was finally ready to unlock the Kul Tirans. I went back to the Stormwind Embassy and verified I'd met all the requirements by clicking the Kul Tiran banner. But Aysa Cloudsinger wasn't showing up as having a quest. Turns out it's a low-level quest for level 60s and I didn't have on the option to see trivial quests. If you turn that option on or just talk to Aysa, you'll see she has the quest to unlock Kul Tirans.

That should pull together everything I learned going through this process. Hopefully it helps someone down the line.

Starting from patch 10.1.5, all restrictions for unlocking Allied Races have been removed, with the exception of a level requirement.
All Allied Races can now be unlocked once you have a level 40 character on your account (was level 50). Blue post.

Unlike many (most?) questlines, it looks like you can only do this questline once per account. Once the Kul Tiran Race is unlocked for you, you will not get it a second time. So, if you're one of those compulsive sorts (like I am) who wants to complete all the quests in a release on a single toon, you're out of luck here.

Tips for this questline as of Dec 2024 (11.0.7)

You no longer need Proodmore Admiralty Exalted, or any other completed quests to unlock the Kul Tiran, only level 40. Once you are level 40, you can pick up the quest chain in Stormwind.
If you have progressed to a certain point through the story, the quest will be given by the Pandaren, Aysa Cloudsinger, instead of Jaina. The pick up location is the same; the Stormwind Embassy in Stormwind; 52.6 13.8
The initial quest is called Made in Kul Tiras.庫爾提拉斯出品

Once you pick up the initial quest, go to the Portal Room in Stormwind, and take the portal to Boralus (on the left side). Follow the quest line as directed.

Specific quest tips:

(Optional) On your way to complete 擋住我們的桅杆 and 深淵之主, set Tidecross as your Hearthstone; around 65 48
After you complete 集體運送, you will pick up two quests, 刺骨山丘 and 鬧鬼的鋸木場.
Follow the 鬧鬼的鋸木場 side chain first (it ends after completing 萬物平衡) - you will complete this side chain close to the start of 刺骨山丘, so you won't need to fly as far.
When you pick up 放下它！, don't start flying to the quest circle immediately. Instead, walk a few yards East from the quest giver, up the small rise, and you will see a Wicker Beast with an exclamation mark on its head. Follow the Wicker Beast until it stops running away.
Note: The special ability button that appears, The Witchrend, is not related to this quest and you can ignore it.
Once you complete 萊特出品, wait a moment - an elemental will run up to you with the quest 來自朵莉安的召喚. Once you grab it, use your Hearthstone to quickly return to Tidecross.
During 夠格的人手, fly around to recruit the various crew members. Once you have recruited the Outriggers, the final step will be Boatswain recruited 0/1 - at this point, hearth back to Tidecross and complete the final step.
After you pick up 庫爾提拉斯的忠誠, simply click the ship wheel to return to Stormwind.

Finally, turn in 庫爾提拉斯的忠誠 to Anduin to complete the questline and unlock the Kul Tiran race for the Alliance. Happy questing :)
