In case you bought the last set pieces just now, but didn't get the achievement:

From Blizzard's support article:

Item Has a Trade or Refund Timer

Items with an active timer are not added to your collection until the timer expires. If you trade the item, or return it to a vendor for a full refund, the appearance will be removed from your collection.

You can disenchant the item, delete the item, or place it in your Void Storage to immediately clear this timer. If there is a trade timer, you can also sell the item to a vendor for gold to clear the timer.

After you clear the timer, you may need to relog to see the item in your collection.

Deleting popped the achievement immediately for me.

If you miss just a few piecies and don't want to spend Marks of Honor to buy a whole set, you can farm Veiled Argunite and buy Relinquished tokens from Thaumaturge Vashreen on Vindicaar at Argus. When you use the token, you will get random piece of Legion armor, and have a chance to get items from both Combatant and Gladiator set, although the second one seems to have lower chance.

As for me, I managed to obtain 3 pieces of Combatant (completing the set) and 1 Gladiator during few weeks, with only farming Veiled Argunite without any effort through missions in Class Hall.
