You can obtain this achievement at any level dueling ANY character. If you're level one and you spot somebody, make an agreedment to get this achievement. You can start the duel and press /forfeit (which automaticially ends the duel with you losing) grants the other person the achievement even if he does no damate. Alliance and Horde players can also get this on each other but you cannot Duel a target that is Hostle (red lettered name).

And yes to confirm, a level 80 can get this on a level 1; and visa versa.

I hate dueling. Always people wanting to duel me and I usually lose like every match. Fortunately enough for me, I was decent geared to best a boomkin druid on my warrior when she was 72 and got my achievement. And before you say you should have get it the easy way, I'm not the type of person that wants things easy for me all the time or I can't take it seriously.

If u're not a PVP or low geared.. u can just ask a friend to go out Orgrimmar / Silvermoon City or whatever.. and /duel him then he will type /forfeit and you'll get this.. :)

btw.. this was my 1-st achievment in WoTLK!

If you defeat someone in Sethria's Roost in Hyjal you get Gang War note you have to be on that quest.

and yes it is a fairly easy thing to get if you have your friend give it away( ie./forfeit, yield etc)
the fun is of course in a duel that both are equally geared / matched.
i do not pvp much and decline most duels because it is usually a higher level
than me 'prancing' or otherwise showing off.

i do enjoy my lowbie here and again putting one in their place at times.
but if the achievement has already been won on that toon it suits little other purpose.
