Tier 16 is a 5-piece set obtained with tokens from Siege of Orgrimmar.
There are three different colors: 528 gear from LFR, 540 from Flex shares colors with 553 from Normal, and 566 from Heroics. This set has the normal/flex color.
These tokens are turned into tier from vendors at your faction's shrine:
Alliance: Clarice Chapmann (Normal), Thelett Shaleheart (Flex)
Horde: Ki'agnuu (Normal), Nadina Stargem (Flex)

Tier drops are as follows:

Helm: Flex and normal tokens from Thok the Bloodthirsty (Wing 3) in Siege of Orgrimmar.
Shoulders: Flex and normal tokens from Siegecrafter Blackfuse (Wing 4) in Siege of Orgrimmar.
Chest: Flex and normal tokens from Sha of Pride (Wing 1) in Siege of Orgrimmar.
Gloves: Flex and normal tokens from General Nazgrim (Wing 2) in Siege of Orgrimmar.
Legs: Flex and normal tokens from Klaxxi Paragons (Wing 4) in Siege of Orgrimmar.

In addition, Garrosh Hellscream drops a special tier token that can be redeemed for any slot, like Essence of the Cursed Conqueror.
The four world bosses for Celestial Challenge drop ilvl 553 gloves and legs, and Ordos drops matching ilvl 559 non-tier.

I found that, if you can't access the other pieces, the Snow Lily Belt, Pandaren Roofstompers, and Siid's Silent Stranglers can be good alternatives. Then, a good staff to use with these pieces is any staff with the Aspirant's Staff of Grace texture.

So wanting to do siege of orgrimmar on normal for transmog and curious on how hard it would be to pug with lvl 100s?
Expecting them to pretty much know tacts, would it be really easy?

Staff of Interwoven Power with Mongoose enchant on it is an absolutely perfect staff transmog for this set. Easy to get, too.
