To do this you need to first acquire:

ice-cold-milk which is sold by many low level innkeepers.
and some simple flour which is sold by cooking supplies and trade supplies vendors along with a few general goods vendors.

Then go to your character's racial home capital city and go to the graveyard (usually located outside the city except Stormwind and Darnassus).

If you don't have a home city because you're an Allied Race OR you just don't want to search for the graveyard you can go to Dalaran (either Legion or Northrend) which has the quest available for all races.

The Dalaran graveyard in both Dalarans is located outside the Violet Citadel in the grassy area near the sewer entrance (specifically turn to your right as you face the stairs to the Violet Citadel).
(The Violet Citadel itself is located in the west of the city, outside the Alliance enclave)

Once at the appropriate graveyard talk to Chapman and buy an orange marigold from him for 10c (you can also buy the reusable marigold petal offering bowl).

Also buy the cooking recipe: bread of the dead and learn it.

Use the marigold item and ghosts will appear, find the spirit named "Cheerful <Cityname> Spirit" in the graveyard and pick up the quest.

You then simply make the bread using the blue ghostly brazier near the event NPCS and turn it in. Buy a second marigold if the first one expired in order to turn it in.
