The cooldown isn't bugged.

You have to wait for the target dummy to die. Then, wait for the corpse to dissapear as well. THEN, the 1 minute cooldown begins. Takes a while to go through these for the wiring.

One way to do it, is to relog after you looted it. This way you can use another one right away, instead of waiting 5 minutes for the corpse to dissapear.

I have been creating the simple targeting dummies and getting plenty of fused wiring. The trick for me is to not use them in combat. Just throw it out while standing around in the city and wait for it to self-destruct. On average, I get 3 fused wiring from each 5 dummies I throw out this way. I suspect that if the dummy is destroyed in combat it is much less likely to drop the better components.

The cooldown is buged.
I looted all and I waited more then 1 hour and it didnt reset.
Only when i reloged it reset.

Just spent 30 mins and blew up 10x Advanced Target Dummy.

Here's what I got:
1x Fused Wiring
6x Iron Strut
6x Gyrochronatom
7x Bronze Framework
18x Heavy Leather

With patch 1.10, these no longer last a long time. Instead, they explode just 10 seconds after you drop them. There is now a 3 minute cooldown on target dummies, but it no longer causes a cooldown for some other summoned items. In addition, you no longer need to wait for your last target dummy's corpse to despawn before the cooldown starts.

Just as a side note. You do NOT need to allow mobs to kill these. You can simply just lay one out in the safety of a big city, and it will explode after a few seconds, giving you the treasures inside. The best way of getting a ton of Fused Wiring and other mats for sure. You can usually just keep making these from the mats you keep getting.
