On a limited supply buy item on NPCs such as this, the respawn/restock rate is about once every 30 minutes.

After three days of trying to find one on AH, and then trying to get one made via trade, I finally gave up and sat by an engineer supplier for a little while.

Almost all limited supply stock items work much the same way. Things like potions or powers tend to be quicker as in 5-10 minutes. Patience young padwan, patience.

bring mats to an engineer in your guild maybe if you have one you only need weak flux and 2 bronze bar not hard 2 get at all if ure on the english ralm skullcrusher /w pouchie and ill happily make u 1 (if u bring the materials)

I have begun wondering if several merchants share the same stock. When I opened up the merchant there was a bronze tube, I bought some other stuff but then when I tried to buy the tube it said something about the resource not being found.

I would easily have written this off if there had been someone else there beside me who could have bought it from the vendor while I was buying the other stuff.

Now, though, I wonder if someone, somewhere, bought it from some other vendor and if that caused it to disappear from my vendors stock too...

Merchants in this game have some items that have a limited stock. Like the bronze tube. If you visit a merchant that is supose to but dosn't have it then you will have to wait fot it to respawn.

This is a limited stock item...
If you visit a NPC Town Merchant, like Herble Baubbletump (Enginnering and Mining Supplies) in Darkshire, and he dosen't have it in that moment, just wait 5 to 15 minutes for it to respawn in his inventory.

I had a lot of trouble finding this!
Here are some of my discoveries about the vendor mechanics...
- There seems to be a check every 15m or so for wheater or not to restock items.
- NOT ALL items will be restocked, and which ones will show up is RANDOM.
- Some items are more rarely in stock than others.

Bronze Tube in particular seems rather rare. I visited 8 vendors without finding any.
Then proceeded to attempt to wait for restocking but that did not seem to consistently happen even after 1h.
I could have gotten unlucky with that they restocked identical items, but I had more success with seing different items when purchasing everything they had, then selling it back to them.
So a note to make from this, they might require at least 1 item/stack to be purchased to bother restocking!
I did eventually find these after around 10 restock attempts.

There are multiple ways of obtaining a Bronze Tube.

Engineers level 105 and above can craft them.
21 Engineering Vendors carry this item in limited stock. They seem to respawn randomly after 5 to 120 minutes. (Confirmation pending.)
They infrequently drop from various mechanical mobs inside Gnomeregan, and from a few mobs in Stonetalon Mountains.
It can be looted from a 一箱整理過的零件 at a~10% drop rate (although Classic players claim it seems much rarer than that...) which can only be found in The Barrens and inside Gnomeregan.
It can fished at skill 55+ from Wetlands, Ashenvale or Hillsbrad Foothills through looting a 浸水的木箱. The crate has a 0.1-0.4% drop rate, and the tube is found inside ~10% of the time, meaning you are likely to find 1 in 2,500 to 10,000 casts.
You can purchase one from the Auction House from other players who have obtained them through any single one of these means.

My best advice is to just check the nearby vendor, and if it's out of stock, just immediately head for the Auction House. They're never prohibitively expensive, as this craft is the best way of leveling Engineering at this stage, so they're crafted en masse and dumped into the AH for pennies.
