I've found him twice in the same spot-- Vear to the left just past the first bridge out of town... Go to the island just north of the broken down bridge (there's a small waterfall next to it) and there he should be. He's a greyish purple color as opposed to the blueish green ones. Piece of crab cake.

OH MY GOD! Its true! Use the macro it works hella fast. I used it after looking around for 5 minutes... once I used it I turned around and BOOM! THERE HE WAS! /tar gobbler WHOOOOO

If you go to Gobbler's page - https://www.wowhead.com/tbc/npc=1259/高布勒爾 - it shows a map that shows where he's been killed at. (I'm pretty sure that's how it's generated). But in any case it gives you a visual of his range of movement.
