Before 2.1 this item had the following stats:
713 Armor
+25 Stamina
+27 Intellect

Equip: Increases healing done by spells and effects by up to 59.
Equip: Restores 7 mana per 5 sec.

After 2.1 it will have the current stats, which means it gained:
103 armour (which is a very nice upgrade)
3 stamina
2 intellect
7 healing
1 mana/5sec.

Just got this item today (pre 2.1) so looking forward to it being upgraded :)

An alternative to this piece is the Vindicator's Ornamented Belt https://www.wowhead.com/tbc/item=33903.

Its a tradeoff of 8mp5 for 30 spell crit rating (as well as some armor, stam and 1 int), you decide if its worth it!
