This is a quest reward from one of the new quests put in with the latest patch - the quest can be obtained from the new village in The Hinterlands (near the east coast with all the turtles...). I believe the quest involved killing the high priestess and 20 of her bodyguards in the temple next to the village (with the 48+ elites). Probably need to be 50+ or in a good sized group to get this done easily.

This is horde only, and one of the oly easily obtained +damage to spells cloak in the game. Sucks to be alliance eh?

Other than this I know one cape:

Other than that there are capes that increase fire damage and healing, but for hybrids, shamans and druids, this is the best you can get. :)

I like it alot, will use at lvl 60 too. Got it around 44-46 or something. Kinda easy quest, great to be horde i say!

This is one of the many cool things for horde. I'm an ally lock and I would kill for that!
I've slain the Hexx 3-5 times on the way to various quests (egg, hammer) and got nothing out of it!

Im gonna go for this tonight, first time i have seen this cloak on thott, looks AWESOME and mission seems easy too! an easy mission to get superior equip. You dont get many of those to the pound :p

Bah, I Hate blizards armoury.

I use it, and it says this item is an upgrade for my Priest.

I look at it, FANTASTIC, definitely a +heal upgrade, save for the itty bitty slight problem that i'm HUMAN... Stupid armoury.

sometimes it seems Horde gets the better warlock items :(

according to the wow armory this cloak is in the top-3 of possible upgrades for me
