I made and disenchanted 50 of these belts, and here was the total take, along with some interesting percentages:

Dream Dust x121, 33 loots (66% chance to get Dream Dust x3.7)
Lesser Eternal Essence x18, 15 loots (30% chance to get Lesser Eternal Essence x1.2)
Small Brilliant Shard x2, 2 loots (4% chance to get Small Brilliant Shard x1)

Not the greatest Lesser Eternal Essence drop rate, and Dream Dust is below 50s on my server, but given the alternative (selling raw Runecloth for peanuts), this is by far the best Tailoring item to make and DE with spare Runecloth!

I did a trial of 70 and got:

Dream Dust - 191
Lesser Eternal Essence - 31
Small Brilliant Shard - 2

I solo farm old world instances for shards, and end up getting a lot of Runecloth. I ship it to my tailor / enchanter for maximum profit, and use this recipe for all runecloth, unless I have extra mats for Runecloth Headband.

Prices seems to be very different.
On my realm runecloth, mageweave and netherweave cost the same, around 2.5-4g/stack.
Often mageweave is more expensive.

And the Greater Eternal sells for 15g.

However, selling the essence often finance the purchase of the cloths, win-win.

I DE'd 10 in a row, and got 30 dream dust. I won't be trying this again.

I can confirm as of July 10 2006 that Dream Dust is not the only DE drop from Runecloth Belt. I made 4, disenchanted each, and got Dream Dust twice (4x once, 5x the other time), Lesser Eternal Essence x1 once and Small Brilliant Shard x1 once. Maybe I was just lucky, but the other DE drops do happen.

where is the pattern for this? I have every pattern from the trainer in theramore and a lot more besides but this was not amoung them, am i just bugged or is this from a special npc

I got a LEE tonight from disenchanting a belt. The odds are just kinda low. Here is the Allakhazam D/E data which is pretty much up-to-date.

Disenchants Into:
Dream Dust 84.1%
Lesser Eternal Essence 13.3%
Small Brilliant Shard 2.6%

Took my Mage to Zul'Mashar in EPL where you can solo farm like 6-8 undeads at a time.. After a good 5 hours I'd farmed like enough to make 40 belts..

Needless to say that's a lot of mats.. made quite a bit of cash selling em for 15g a stack and as nice cheap enchants ;)

To those hoping to get dream dust and end up with lesser eternal essence, check the price of the essence on AH! On Sunstrider EU lesser eternal essence goes for like 3G each! While dream dust is only about 0,8G each...

I crafted 15 of these to level my tailoring, after disenchanting them I got:

25 Dream Dust
3 Lesser Planar Essences (1 greater)
1 Small Brilliant S

On my server the dust goes for about 1g a piece, the greater essences go for 25g a piece and the shard for 5g. So i made 55g from disenchanting them, which is more then the materials costed on the ah.
There is some money to be made here :).

These belts are very good for disenchanting. One of the easiest runecloth pieces to make.. I just disenchanted 5 of these and got the following results.
1 - 1 x Lesser Eternal essence
2 - 2 x Lesser Eternal Essence
3 - 1 x Lesser Eternal Essence
4 - 2 x Lesser Eternal Essence
5 - 3 x Dream Dust

I usually find that I get a lot less eternal essence (usually 2/5 belts) and as for drop rate of the number of dream dust I would say it averages out at around 3 per belt.

I have disenchanted about 7 so far. First 3 were about break even, costing 3g or so to make, selling for 4g (2 dust and a 3 lesser essences), the next 4 disenchanted into 15 dusts, selling for about 12g. These are a cash COW.

3g? It takes 15 Runecloth + 8s for a Rune Thread. Runecloth costs 1.5g per stack on my server, making the cost to make these less than that! Was just trying to find a way to farm Small Brills, so I'll be making and DE'ing about 20 of these tonight.

The percentages are misleading since you usually get multiple dust, and sometimes more than 1 essence per DE.

Don't bother making this with one point left in tailoring left. This is the worst green rate I've seen on any item. Absolutely miserable.
