Skul is rather easy to locate.

If you enter Stratholme using the main entrance (in the far northwest of the eastern Plaguelands), follow the road until the first T-junction, make a left and head on until the next T and then make a left again which makes you face a dead-end street which contains a few mobs, the post-box that starts the post-box-quest and the box of tobacco. IF Skul is there (there is only a certain chance that he is), he looks like one of the floating skeletons in purple robes in the eastern Plaguelands. and he hovers behind the fountain at the end of the road.

I am not sure if Skul spawns when parties larger then 5 ppl. enter Stratholme.

I have never, in about 20 attempts, seen Skul spawn at the location mentioned.

I have, however, found and killed Spawn 4 times in a different location:

Go in the Service Entrance (to the Baron/dead side), and immediately take the first left through towards the Scarlet/live side. Skul can be found there in the first area amongst all the undead mobs.

He is MUCH taller than the other mobs and wears purple, and is very obvious when you see him.

This is much easier to farm than the other spawn too, since you can check if he's there after killing just 2 easy undead groups.

There's no reason for any tank not to have Skul's Cold Embrace prior to getting something better (like the Ornate Adamantium Breastplate).

Skul does drop this item. He is located like people have been saying In front of the Fountain and is much taller then the other mobs. I have seen him spawn twice now, same spot, but never after entering though the back door. Only when entering though the front gates. Gear looks nice with Horsemans Helm and shoulders from COT match it perfectly.
