According to the newspaper, this type of forced marriage is rooted in local rural traditions to safeguard the honor of girls who are raped.
This is a cheap coverup way of saying that
it is rooted in religious Islamic law
. I hate it when people are so sensitive to not offending Islam that they won't call a duck a duck. Let's not play coy. Islamic law is barbaric to women.

Look on the bright side! She has her honor. Well probably not. That whole suicide thing. But still, she had her honor for a little while and isn't that all that matters?

This rather sickens me. Unfortunately, it reminds me of some stuff in a book that described situations similar to this (without the suicide, anyways). The catch is that the book describes it more as a medieval method. Needless to say, I do not have a positive view of the judge's judgement here.
As for the other part...I don't really want to touch that subject with a 10-foot pole.

It was in Deuteronomy before Islamic law.
I like to make stuff up without citation too!

Well the passage isn't, but the contents of the book are.
Doesn't say that she must marry him.
Edit: Even if it did, you are preaching to choir. Islamic law is horrible, but that doesn't say I'm somehow suggesting they should live under Mosaic law. Nor are either excused by the other.

The rape is wrong. Forcing her to marry her rapist to preserve "her honor" is horrible. Back in Moses' day, they had a patriarchal society. Women couldn't own property, and it was also dishonorable to marry a woman who was not a virgin. This meant that the woman would be destitute for her whole life, and possibly pregnant. To mitigate that, He was obliged to marry her and provide for her for the rest of his life.
It definitely doesn't excuse the rape, nor is it a matter of semantics. The woman is not explicitly forced to marry him in the Bible. She would break no law by not becoming his wife. I would think it would be uncommon, in that patriarchal society to refuse the man, but based on the way that the Jews viewed the word of God, she isn't under and obligation of Hebrew law.
FINALLY... my overlaying point, is that whenever Islamics do something horrible, and I'm like, it's horrible that Islamics do this, someone (you in this case), gets out the "fairness whip" and make sure we all don't look to hard at Islamics because other people have been wrong at some point. I'm not going to follow this conversation through to the end, because I JUST had it with Adamsm last week. The point of it is, and this is the last I'm saying on the matter: If someone does something wrong, then they did something wrong, and that wrong needs to be addressed. We don't need to bring up every other thing done by everyone else to try to make it all "fair". What is wrong is wrong.
The same thing goes for Blacks, or Latinos, or Gays, or any of these society double standards. If someone does something wrong, it is wrong, unless they belong to one of these "special classes" of people that we need to handle with kid gloves. I'm getting rather sick of it.

Okay...dialing it back about 10 knots here:
1. It was the Moroccan Government that declared this, not a specific religion. Yes, it sickens me that there is an actual law like that in place.
2. Well, there is no two; the laws need to be changed in this case, since it says the poor girl was still being abused by the family of the rapist once she was in his house.
Myself, I think there needs to be an actual change to the rape laws world wide: give the victim the status of a divorced spouse and force the rapist to pay for the victim for the rest of their lives. Have the police keep track of it to make sure they are paying, and if a kid is born, have the rapist pay for everything for the kid; school, medical bills and so on. See if that changes things...probably won't, but would cause some of them to reconsider what they hell they are doing.
