Seems like you're looking for the ARPrep build in this thread.

One is a combat swords raiding build, the other is a combat swords levelling build (the one featured in part IV).

better combat maces build for PVP imo.
Nope.
I am currently leveling a rogue for raiding purposes, and I'm planning on going Combat Swords. I've never thought of using rupture as a Combat Sword rogue on any encounter because I'd be lacking the Serrated Blades talent points... I'm not sure if I just missed it or what, but to me, and from what I've seen before, is just 5/5SnD then just Evis until you're about to run out on SnD, rinse and repeat... I guess my question is what would you say is a "normal" rotation for a 19/42/0 build (pretty much "cookie cutter")
2-3s/5r

Is it possible to have a combat swords build that is awsome at PVP?
Depends on what you mean by awesome. You can do alright for yourself in the arena with a combat swords build, but you'll probably not have as much success as you would with a build like HShS.

I am a level 49 rogue doing BG. I am mostly interested in combat maces and I have read all your different builds and I am familiar with your combat mace build. Is there any way you could show me what a good combat mace build would look like at 49? I have tried to take the 70 build and make a 49 build out of it but I am at a loss for exactly what to leave out. Any suggestion you have would be helpful. Thanks in advance.
Hard to say... maybe

I swear I looked! :)
I can't find the updated 2.4 builds. Specifically: Mutilate / Sub build - I am hearing about the 53/0/8 etc. I am using the 41/0/20 ATM. Interested in adding puncture wounds Etc.
Very curious about how to spec it out.
Thanks!
Mac
All of the mutilate builds in the compendium have been updated for 2.4 already.
Thanks for the suggestion. One question though. Do you see any problem with going with your suggested build but taking 5 points out of malice and putting them in combat potency and taking 2 points out of nerves of steel and putting them in lightning reflexes? That is how I am specced now.
Malice and nerves of steel are more valuable to you for level 49 BG PVP.
What would be more ideal for arena or BGs, ShS with points in assasination or ShS with points in combat?
Assassination ShS.
and are both these specs effective in instances and heroics? or would i get kicked out of the group?
They're not as effective as deep combat builds, but they're fine for heroics. Just don't expect to be raiding 25 mans with them.
Is there some kind of stats as to why you would use rupture though? Does it change over time if at some point you get X% chance to crit use evis, b/c at some point it would seem that b/c rupture can't crit, evis would become the better option? I'm one of those ppl where I'd like to see some kinda stats for this, so if anyone could produce some, that'd be most appreciated :-) and if I missed it somewhere, could you point me in the right direction?
Eviscerate becomes superior to rupture at around 45% chance to crit. Even then, there's the chance that it won't crit... something you don't need to worry about with rupture. There's some math on the topic somewhere in the back-pages of EJ's class mechanics forum.
