It's a scary though, Steven Danuser expanding on the story of Arthas Menethil. Really hoping they just let this one lie.
"It is important to remember that Danuser previously mentioned that Blizzard didn't have any major plans to revisit Arthas' story. "It's also important to remember to never trust a dev, especially Danuser, when it comes to anything lore related that involves content that hasn't went live yet. I don't really believe what he said here until I see it in game.
Despite their promises of Shadowlands not being a "Greatest Hits" of WoW characters, that ship has sailed already. They didn't bring Uther, Vashj and Kael'thas and NOT bring Arthas. He's gonna play a part, and it's likely going to be major. They just don't want to spoil it in the same way they spent a year saying that there were no old gods in BFA.

It's funny that people still don't want to accept the fact: Arthas himself was the villain. His heart was dark, he was susceptible to the corruption. And that's why Nerzhul chose him as his champion but it came out he was bigger poophole than him. As our lord the savior Joker said "As you know, madness is like gravity...all it takes is a little push". Legion aka Nerzhul pushed him to the edge and bang! Inhale and digest this fact.
It's a shame that Blizzard seems to only truly hit their storytelling stride when reusing old villains. When they brought back Illidan and finally sort of concluded Sargeras, that was alright. Now they're bringing back Arthas, and I think it'll be alright. But despite how good Sylvanas' story is (even the BfA stuff), they butchered her in the game. Despite how good Garrosh's story is, they butchered him in the game. And those two are notable for not being Warcraft villains, but World of Warcraft villains.I don't know what they lost specifically that caused this.
Since Shadowlands is universal thing, why don't we see villains from another planets? Or villians from Azeroth past, for example Mogu's emperor killed more living beings than Arthas and did more crimes.
No question he will return. With Bolvar being one of the central characters it's pretty much a perfect tie in
Not to mention
Most likely he will be the boss before the Jailer in the maw raid.
I have zero faith in Danuser to not do something stupid.
