The proc chance is 15% on hit, with a 10 sec duration and 45 sec ICD. Assuming a generous 22% uptime, we can simplify it to an additional 22 dodge or expertise rating. In practice, the expertise proc will be more valuable since you will pair it with your cooldowns on pull for snap threat. The dodge proc will also be more valuable, since avoidance EP scales exponentially.
Using Quadzet's TBC tank sim alpha version (not public yet) to determine Protection Warrior EP, that puts the Scryers version at 209 EP (100 Threat, 109 Mitigation) and the Aldor version at 201 EP (59 Threat, 142 Mitigation). For comparison, Collar del señor del foso totals 231 EP (69 Threat, 162 Mitigation).
When comparing these items, the threat value of expertise is halved because you are already soft-capped in Phase 3-4 gear. Moreover, you will be hard-capped in SWP BiS before the proc, making the Scryers version useless in the long run. On the other hand, Pit Lord will always be a better mitigation neck than the Aldor version.

While I am aware that Prot Warriors drop off heavily in T6, I can't help but notice that there's an absurd amount of emphasis placed on acquiring gear outside of raids. Is this truly a BiS list? It seems to me like this is more a list of compromises to avoid contesting loot, rather than making an accurate list of the best possible gear.

This guide and others really trash the Shield Block Rating stat. I'm not saying it doesn't deserve it (it provides no benefit to avoid crushing blows unless you're going for a passively-uncrushable build which this guide simply doesn't pursue), but it DOES provide some benefit in a % increase to your Shield Block Value.

While Prot Tier 6 has very few threat stats on it overall, the Shield Block Rating stat (combined with new Phase 3 shields with innately high shield block values, plus the 4-piece set bonus that increases Shield Slam threat by 10%), may be an okay-ish threat stat resulting in some really big Shield Slams.

Now, I'm not saying Shield Block Rating is a great (or even a good) investment, but it does provide some threat benefits akin to how raw Shield Block Value provides threat. I haven't simmed it, and would appreciate both any helpful resources from the community and perhaps a MENTION of it in the BiS guide. Saying "Shield Block Rating provides no value" is an incorrect statement, and makes the guide seem like it jumps to that conclusion rather than it being a well-thought-out rationale.

Considering we reach the expertise cap with Defiance (talent), Shapesifter's Signet, Brutalizer and Gauntlets of Enforcement; is Belt of One-Hundred Deaths still the best tanking belt when looking at the overall value? (As expertise loses half of its value when the soft cap already has been reached by better mitigation items).

I can not insist enough on the benefits of taking advantage of this gear path that is not only free and guaranteed (one armor piece every 4 weeks by simply losing 10 games in a 5v5 team), but also reduces the competition on T6 tokens for the benefit of your entire guild.

I agree Arena PvP gear is better statwise and "easier" to obtain, but you do not make 1875 points in 4 weeks by simply losing in 5v5, or any bracket. To make enough points in 4 weeks, your rating needs to reach roughly 1500, in any bracket.

Wouldnt Insignia de Sombraluna help with Illidans "bugged" first enrage in phase 5?
Trinket duration is the same as the enrage effect. You can also use it reactively in phase 1 and its going to have high percentage uptime because you dont tank every phase.
