Being expertise capped is of the utmost important. You should pretty much never be NOT expertise capped. Get to 140 rating in whatever way you need to, including gemming for it.

Expertise is second only to the Hit Cap for Enhancement. There is no two ways about it. Hit the cap anyway you can.

If you cannot maintain a hit and expertise cap then you cannot use the gear. Are all of your gem slots filled with hit/expertise gems already? Enchants too? If not you have calculations to make.

To sum it all up, if you're not expertise capped, get there through gems, as hit and expertise have our highest EP values until capped.
