I'm not even sure at this point. I think blizz wants shammies to be casters or something. As an enhancement shaman I'm still trying to figure out why the hell the other specs of Shamans (Healing and Casting) can BOTH take more hits than Enhanement (the melee DPS).
Honestly elemental Shamans do just about the same damage from a distance with a shield as Enhancement does up close dual wielding you do the math. I think the enhanecement spec is probably good to have around in a crowd so that we can buff everybody else and get some damage in on a victim who is occupied doing something else. But again.......... what I just mentioned in the previous sentence earlier is also able to be done with a Elemental shammy from a distance with a shield.
It's all about your taste though. If you want to use skill then I'd go with the Enhancement. If you want to kite the hell out of people then you should go Elemental they both do near the same damage. But be warned if you go Enhancemnt that will be your life saver (SKILL). I all the skill in the world won't save you form Rogues using two buttons to gank you or mages using three buttons to kite you.
In PVP, and usually PVE as well, restoration and elemental shamans are using shields, which add a ton of physical damage reduction. If you're worried about longevity as an enhancement shaman, pick up a good Stamina shield and make a weapon swap macro to switch between your off-hand weapon and the shield. The warrior tanking shield from Shattered Sun exalted reputation (if you did Quel'Danas dailies before the expansion came out) is a decent choice. Enchant it with the highest Stamina to Shield enchant you can get.
Rogues can be dealt with if you have a 2-minute PVP trinket. Do NOT trinket out of Sap, Cheap Shot, or Gouge. Wait for Kidney Shot. Rogues are so squishy when you've broken out of a stunlock it's not even funny. Assuming an equal gear level, you should take them out in 3-5 hits if Windfury likes you.
Mages aren't quite as hard to get close to these days, provided that your Feral Spirits are not on cooldown. Just let them loose, Ghost Wolf, and run towards the mage while the wolves have him/her stunned. Talent Guardian Totems and spam Grounding Totem. Use Earthbind to slow them if they have the frost bubble up, as Frost Shock just gets absorbed by that.

My advice is: DON'T GO ELEMENTAL. PvP is built around instant burst damage. Ele has to cast for damage, Enh gets all the instant goodies. The shield will hardly make a difference against melee classes; we're talking 1 extra white damage hit, 2 at most. Shamans overall all at the bottom of the food chain PvP, with Resto standing out as the best, but still a "die slowly" spec due to lack of CC/mobility. Be ready to eat it vs casters AND melee as Ele or Enh. (Note that this assessment is backed up in the sticky FAQ for this forum.)
I was 2v2ing with a restoration druid in quest greens post-3.0, pre-LK as enhancement and we were doing pretty good. Beat quite a few cookie cutter teams that were known to have made 1800+ without a whole lot of skill required. Feral Spirits and Maelstrom Weapon have made enhancement a LOT better in arena than they were pre-3.0. I even managed to get the Wrecking Ball achievement without a pocket healer in Warsong Gulch. Didn't die until I got overconfident and solo-camped their graveyard, heh.
But, yes, elemental is terrible, especially in PVP. All of their damage spells are in the Nature school, save Frost/Flame Shock and Lava Burst. So if you get locked out of Nature, you're pretty much screwed, since you can't even heal, as all shaman healing spells are ALSO Nature. Enhancement really doesn't have much of an issue with this, as long as you don't try to heal or CL/LB without 4+ Maelstrom charges, 3+ if the rogue or warrior has terrible reflexes.
