HE"S PLANNED IT ALL OUT! HE"S TRYING TO TURN ALLIANCE AND HORDE AGAINST EACH OTHER.
Honstly I don't think he had to do a thing, Varian's doing all the work for him.

He's suffered several setbacks lately, but his enemies have never been able to follow through to strike a decisive blow against him. Tirion bested him at Light's Hope, but he managed to escape. At the Wrath Gate, again he was vulnerable, but there was no one left alive to take advantage of it. Then at the Cathedral of Darkness, though the destruction of Arthas' heart clearly debilitated him, it also took out Tirion. Surrounded as they were, the best the Crusade the the Ebon Blade could do was flee. The Lich King has always been able get away to lick his wounds and recover. He's clearly not invincible, but his enemies really don't have it together. The Kirin Tor, Argent Crusade and Ebon Blade have the will, but not the numbers. The Horde and the Alliance, on the other hand, probably do have enough warm bodies, but they're too busy spilling each others blood (i.e., making more Scourge) to be anything more than a nuisance.
Ironically, his enemies have been spending most of their time helping out the Scourge. Sure, they've taken out a few citadels, including Naxxramas, but they've also put down the Aspect of the Blue Dragonflight and are currently giving his biggest rival, Yogg Saron, a working over. Especially given what's underneath Icecrown Citadel, I can't imagine the Lich King feeling anything other than gratitude for that.
