It does appear this quest is Draenei only, requiring Gift of the Naaru to activate. I foung a Youngling just east of the pond at 58, 42 on my 62 Gnome Mage and here are the various things I tried:

1) Agged a nearby yellow mob (Root Trapper) with level 1 frost bolt and pulled it over to him. He would not fight the mob.

2) Agged a nearby red mob (Timberstrider Fledgling) with level 1 forst bolt and pulled it over to him. He fought the mob and eventually agg transfered to him. I healed him with a bandage, which immediately transferred agg back to me, then patiently waited for him to finally kill it. When the mob was dead, he did not have a quest for me.

3) Killed yellow mobs in the area where he wandered until finally a red mob spawned (Timberstrider Fledgling, again), which he agged on his own when he wandered near it. I watched them fight their tediously slow fight until the mob was under 10% health and he was at around 35%, then hit him with a bandage. This ticked him up to about 65% health before the mob interrupted the bandaging, and I let him finish killing the mob. Still no quest.

Lame.

For Clarity, to get this quest:
1)You must be a Draenei.
2)Find a Draenei Youngling, there is a link to a few are in the quick info box.
3)Get them to engage in combat, either by them naturally pathing into an aggressive creature, or by dragging one to them. Non-aggressive will not work.
4)They must take damage, if you brought a creature to them you must let them pull aggro.
5)Use Gift of the Naaru on the Draenei Youngling.
6)Kill the creature, when the Draenei Youngling resets they will offer this quest.

I found him northwest of Odesyus' Landing. Either wait for him to aggro and aggressive ("red") creature or pull one over to him and he'll start attacking it. I pulled a Timberstrider Fledgling over near him. When he gets down to about 60% of his health, he'll say "Help! I think this creature might be too tough for me to handle alone." Then use Gift of the Naaru on him (obviously, that means you have to be a Draenei). He will then say "Thanks for the heal, <name>!" Kill the creature, and the quest will become available.

I found a Draenei Youngling, and followed her for a few minutes. She was patting around in circles and there was nothing around that would aggro her. If there is nothing for her to aggro, you can get her to engage a mob by dragging a hostile mob to her (i.e., Timberstrider Fledgling). She will not engage yellow/neutral mobs brought to her, such as the Root Trappers.

As soon as she engages the mob, let her grab aggro (as a pally, I bubbled and aggro transferred), and after she drops a few percent, cast Gift of the Naaru on her. You must cast it on her before she kills the mob, and you don't have to wait for her to cry for help. She'll say "Thanks for the heal, !" You can help her kill the mob after that, and once it's dead she will have a quest for you.

Found one at 46,31 fighting a Root Thresher.

Step 1: Find a Draenei Youngling (spawning points seen so far: 55,47 ; 58,41)

Step2: Wait for them to engage in combat with an aggressive mob, or pull an agressive mob close to him so he engages in combat with it (s/he don't even need to draw agroo from you, just enter in combat with the mob). You can do that with any aggressive level 5-6 mob wandering close by.

(Step 3 is completely optional, you can wait for him to say “Help! I think this creature might be to tough for me to handle alone.” or just pass to the next step right away.)

Step 4: Use your Gift Of The Naaru racial ability to heal them, they should then say "Thanks for the heal, (name)!" (having the agroo on you or on him does not matter)

Step 5: Help them kill the creature they’re fighting.

Step 6: They should now give out the quest. Level 8.

I cant find this person anywhere I've looked all over the island. I think this is either still not a created quest or either people that have wow reader on private realms made it up

This quest still works BUT is not lvl 8 restricted as I just did this at lvl 7.

Just to add a few points, I kept killing around him till an aggressive mob spawned then I waited till he asked for help at which point I healed him with Gift of Naaru and then helped him kill the mob. He then thanked me for helping him and the yellow ! appeared over his head. I talked to him accepted the quest and went and handed it in to Exarch Menelaous.
I found him directly east of the watch which was one of the spots marked when I looked up Draenei Youngling.

which way would you be coming out of Azure watch to find this Draenei I know you say NE but coming from Odesyus Landing NE there is only a Draenei Younglying. Or is it coming from the first time you enter azure watch?

How to get A Hearty Thanks!:

be a draenei
find the Draenei Youngling (he spawn in random locations)
pull an aggresive mob to near the Draenei Youngling, for example: Timberstrider Fledgling
wait for Draenei Youngling attack the mob
after a few seconds use your draenei passive Gift of the Naaru on the Draenei Youngling
kill the creature
get the quest A Hearty Thanks! from Draenei Youngling

Note: if you don't use the Draenei passive Gift of the Naaru on the Draenei Youngling the quest do not will pop.

Found mine at 39 37. Just run few circles around island and spam macro /tar Draenei Youngling. Body-pull some red mob and let NPC attack it. When he asks to help - use Gift of the Naaru on NPC and then kill mob. Then you can take quest

I am not sure if this has been happening in Retail, but I am presently playing in The Burning Crusade Classic: Beta and I am not getting any hits using the target macro. Using Questie TBC Beta addon, the coords where the Draenei Youngling should be appearing are 38,20; 57,44; 56,59; 41,57, and 41,45. I checked out all areas and no Youngling. I submitted a bug report.

So the first person to land Gift on him gets the quest, fyi. Met criteria is not party shared, so each person has to go find him and save him.

Takes about 5 mins to respawn at one of his locations, so by the time you check them all, he'll be at one of them somewhere.

TBC Classic, I saw him once at 56,59 spot and wished I had known this was the way to do the quest.

I have literally toured spawn points running out of my way while doing quests here for completeness waiting 5-10 mins and this is the last one left and its time to leave.

Seems pretty broke to me (but as I say i did see him once) !

YEARS ago, I made my first SpaceGoat. Some time later (pretty sure it was after Wrath) I was using a quest addon which pointed me in the direction of A Cry for Help. A quest I had no idea even existed. I since then made it my goal every time I have a character in that area questing to do that escort. Now, years later, and using a different quest addon, I find this one. I've seen this npc before and some of the different sayings, never once thought it was involved in a quest. At first I thought it was from a world event but when it just wouldn't go away no matter how much I fiddled with the settings, I decided to look it up. Decent chunk of rep and some silver/copper.

Note: I did not wait for it to call for help, I just healed it and killed the mob myself. If you are using Questie, it does not have all the locations on it. So be sure to check the other spawns if you want to do this.
