If you cannot find him, it's because he is upstairs. The ramp to go up is at 27,29

found him north of where the river lets out into the sea.

Found him around coord: 31.16

Only a couple of murlocs are in the way

I found him at 32, 16.
He is under the water near the sea to the North.
Lucky us They put a Bubble Source Down there so we can Breath while we are talking to him so no worries about Drowning. :)

You shouldnt need the bubbles. You shoudl be given a vial of water breathing with 3 uses 30 minutes each.
