If you plan to get this for 59 PVP you should start working on it as soon as you can. (You can start the quest at 52, but it might be possible to loot the flask before that.)

With regards to utility, I'm wondering about the staying power of this trinket. As a 62 shadow priest, I already have Mark of Defiance, and I'm thinking about going back to Winterspring to get this trinket to replace Vengeance of the Illidari https://www.wowhead.com/tbc/item=28040 because spell crit is not a terrific stat for me and the effective +damage of the Illidari trinket is 20 if you use it everytime the CD is up.

I think it comes down to a preference between passive stats and on use abilities. If you don't mind using trinkets when their CD is up, then the Illidari trinket isn't a bad option for you.

I don't mean to stray far from talking about this trinket, but in order to compare it effectively to other options, I feel that a bit of explanation is in order. Technically speaking, if you are casting 100% of the time for an amount of time such that the cooldown finishes but you cannot use it again (or perhaps an infinite amount of time), then yes the Vengeance of the Illidari would yield less damage over all than this trinket, but for most situations, the Vengeance of the Illidari will give a similar average +damage which may be higher or lower depending on the exact situation.

Say for example you are questing and popping Vengeance of the Illidari every time it's up. Due to down time in casting from looting, running, and other things you may be doing, you will have the trinket active for a higher percentage of your casts than if you were DPSing a raid boss. If it takes you ~20 seconds to kill a mob and then an average of ~10 seconds to run to it, loot it, recover via eating, drinking, or bandaging if needed, find another mob to kill, and reach that mob, you will find that Vengeance of the Illidari will add an average of 30 +damage.

The concept holds true in instances as well due to down time in between pulls and variable fight lenghs. When comparing 'on use' trinkets to passive trinkets, one must keep in mind that the total effect will be ((Up_Time)/(Total_DPS_Time))*Effect rather than ((Up_Time)/(Cooldown_Time))*Effect. To explore this effect, one need only think of a fight that lasted 1 minute and 45 seconds. Using the trinket 2 times in that length of time yields an average of 34 passive damage. Also, for some trash pulls, the pull may only last 45 seconds or so. This would mean that using Vengeance of the Illidari would give you the same damage boost as a trinket with a passive 40 damage.

On the other hand, it is very possible that you may find yourself chain casting for exactly 3 minutes, which would give you exactly 2 uses and allow Vengeance of the Illidari to cooldown completely, but not be used a 3rd time. In this kind of situation, the effect of Vengeance of the Illidari would only be a passive 20 damage. Another case in point could be that a fight lasted 1 minute and 45 seconds, but you waited 15 seconds into the fight to pop the trinket for the first time. That situation would mean that the Vengeance of the Illidari would only give you a passive 17 damage over the course of the fight.

What all of this means is that when comparing a flat rate, passive trinket to an on use trinket, it's more complicated than simply looking at the amount of damage the trinket would add per cooldown. Even if you remember to use Vengeance of the Illidari every time it is off cooldown, the amount of average damage it gives will vary with a number of factors. For most intents and purposes the damage output from these two trinkets will be similar with Vengeance of the Illidari potentially edging out slightly due to the passive crit rate. With that said, if you find that you sometimes forget to use trinkets every cooldown or would prefer not to have an on use trinket at all, then this trinket is a great alternative and can be obtained quite easily.

The process of getting these trinkets is a bit confusing so here's how it goes:

First off, you have to get a quest from Meggi Peppinrocker in Everlook in Winterspring to go find Donova Snowden who is also in Winterspring (31,45). Snowden will give you a quest called "Threat of the Winterfall" that asks you to kill Den Watchers, Pathfinders, and Totemics. The place to go for that is Timbermaw Post (40,43) in Winterspring. While killing them, one of them should drop an Empty Winterfall Firewater which will begin a quest chain called "Winterfall Firewater." This is the quest that you must follow to get the trinket(doesn't take TOO terribly long). The last part of the chain requires that you kill the High Chief Winterfall, which will complete that chain. The Chief will drop a book that starts yet another quest that has you go back to Donova Snowden, and then to Kelek Skykeeper in southern Felwood. He will give you the trinket. I hope this helped!

I completed this as a 53/54 feral druid. The Chief is lvl 59 non elite accompanied with a 57 shaman so... you may need a friend if you're a lower lvl like I was.

This is a great item as a level 69 Warlock I am still using it. The item has no cool down upon putting it on so I swap it with my riding crop....well worth the effort to get.

Nice I got it with my Balance druid on 55lvl and I just made new crit record with starfire with this trinked. 1657 ;))
