Arrow - Confirmed at 42, 52 (took me awhile to find, behind the first circle of ogres and their bonfire, there is a ramp to the top of stone. up there the arrow is in sight, plain as day.)

Go into Bladespire Hold; directly in front of you there is a green bonfire with a ring of Ogres around it; there is a large stone, go behind it and there is a ramp leading up; watch for Glumdor (lvl 66) he wanders up there; arrow is right at top.

ok, so seeing as how some of the coords seem to vary and ppl DO use dif mods (therefor dif map coords) I thought I'd try to simplify some. If you're having trouble finding the items, the arrow is atop a stone arch behind the circle of Shamans and Brutes (where the dragon/raptor is hung up over the fire).
The drum and tablet are in two of the smaller huts, both with a single Bladespire Brute inside - one is directly behind the circle where the arrow is, and the other is in a straight line across from the first hut.

When you see the ogers around a campfire Throwing sticks at the hanging corpse, there should be a ramp up, at the top is the arrow(somtimes a named patrol there) The arrow has a glowing aura.

(41,52) is correct but misleading.

As you first enter Bladespire Hold from the main path, you will see a group of ogres standing around a camp fire. The are all looking at a large stone structure with a dead dragon hanging from chains on it. If you look up on top of the structure you will see the arrow.

The ramp to get to it is on the back side of the structure and is quite simple to get to. Glumdor was the only NPC to roam up there, but he's no harder than any other NPC in the area.

Simple quest as stated even easier for druid with flight, mind as u go landing on rocks above mobs thou
