Its one of the best neck pieces before Black Temple/Mount Hyjal.
You wont find many with +36 spell damage around and with that much intellect or stamina.

The silence effect is just a bonus. I would roll for it just for the other stats anytime as caster.

This could actually be handy for a pally tank in certain fights - albeit ones we're not naturally suited to tanking in the first place. The stam is ok-ish, the threat boost isn't horrible, the complete lack of serious tanking stats is highly depressing, but the silence reduction could be a life-saver if you're ever called on to tank something like Gruul. And considering it drops off Morogrim, tankadins should have plenty of opportunities to pick one up.

Any tankadins been using it for these sorts of novelty encounters?

warlock, some would disagree with me but stamina is a handy thing for warlocks to have incase of any *ahem* technical difficulties, such as being pwned. :P
