I got 6-7 of them,I play Horde and 1 of them says to visit the lady for Arathi basin bg,i come to her and only can join for BG and buy some stupid stuff.

But some1 said on 1.general that u need to have Argend Down comission,i had both equipt on me and still nothing.

Some1 knows what to do?

I got two of the Sealed Research Report, i go to booty-bay and find "Zarena Cromwind". Nothing happens, what am i meant to do?

The last surviving family member of the "Vargus" mentioned has been tracked to the desert of Silithus, dwelling in the Cenarion Hold. He goes by the name of Garon Hutchins.

You should speak with him during your next excursion to the wastes. He may be interested to hear what we've learned.

Confirmed today, I visited Elissa Dumas in Darnassus with (her) sealed research report in hand. After buying the bread and lemonade, I deleted the research report from my bags. Vendor items are still accessible. I also did a full game restart. No need to save the research report AFTER speaking with the vendor the first time with it in your bags.

These NPCs will not give you vendor access the first time without (thier) specific report, such as if you completed the Argent Dawn turn-in but haven't pulled the research note out of your mailbox yet.
