These were used way back when for the Scourge Invasion. They were able to be traded in for parts of sets like
Battle Gear of Undead Slaying

Which grants extra attack power and % of damage when fighting undead. Also used to buy other fun knick-knacks from the Argent Dawn.

where do i find these "necrotic rune"?

You'll get these runes by killing the mobs "attacking" different parts of the world - from level 58-60ish, they drop with like 33-50% dropchance, except from the Shadow of Doom mobs(60 elites with hardcore health and damage), who drop with a 3000% dropchance :)(30 each kill). - To find these mobs look at your worldmap and go to one of the locations marked with a huge skull.

They can be turned in for Gloves with stamina and ATP versus undead, major mana and major healing potions, sharpening stones versus undead and brilliant mana oil vs undead.

To farm these go to the places that are under attack (you will see shadowbolts coming from the air to some place) follow the bolts.

When u followed it u will see lots of mobs @ highrespawn rate trick is to get a mage and aoe the hell out (remember to heal)

I did it alot and also 2 manned the shadow of doom alot

Shadow of doom costs 8 runes to summon and drops 30 runes.

got about 300 runes now

Once you complete "Under the shadow" or what ever it was called, you can interact with AD dude in LHC & atleast some major cities to trade these runes for Major healing / mana pots, AD tabard, Cloth / Leather / Mail / Plate hand armor with +spelldmg / +AP against undeads.

Can be used for atleast those :)

Turn them in as soon as you can, good luck using them when the invasion ends. Our server, the invasion is done, and i have 90 of these things i can't use now

No, you won't be holding them on an alt. They're soulbound. Yet another item that will be sucking up bag space for months.

Did it say that the invasion will be a recurring theme, much like the Darkmoon Faire and the Festival of Fire etc.?

I will be holding onto my necrotic runes until i can find that out :)

A CM posted in the thread above, concerning the necrotic rune and the scourge invasion. He says there are curreently no plans to bring back the scourge & the items/turn-in quests which came with the event.
At least no plans he was free to address.
He also points out that the items will probably be usefull sometimes in the future.. maybe ^^

I bet something will happen in conjunction with the next expansion, Wrath of the Lich King, since they are related. But that won't be for a while...

I only collected like 70 of those since the event started. Got the tabard, got the gloves (leather)... disenchanted the gloves ;)

The +dmg against undead might be useful in Naxxramas, but I think I should go past Lashlayer with my raid first.

Collected ~270 pieces in 5 hours. Because I am a warlock, the oil will be godly in Naxxramas.

I have been killing these for 2 days straight now and I have accumulated 94 of them on my 42 paladin. Kind of a waste but oh well.

I read on a bliz forum that they will be given a more useful use in a little while, so I'd hold on to them. As a hunter, once I got my gloves, I have no real use for them besides pots, though the conversion rate of 15 runes to 1 pot is not worth it. No reason to get consecrated stones or wizard oils as hunters don't have spell damage and melee attack power is almost useless for us.

For the baby mobs around the crystal:
These work a little bit like E'kos where they have their own loot rules and they don't behave like normal green items. It appears that in order to get credit and be able to roll on these when they drop you have to get on the mobs' threat table. E'kos also give credit if you are simply close enough but that doesn't seem to be the case with these, you have to be on the threat table to be able to roll on them.

I also had an alt who was not getting credit and rolls even after getting on the threat table. After 30 kills of actually melee'ing the mobs and not getting the roll I knew something was up and I reloaded my UI with /reload. This fixed whatever my issue was and I immediately was getting rolls for them.

Our group enacted a strategy to just tag a mob a single time and move on to let everyone be able to get threat and that worked well to allow as many people to roll on them as possible.

For the summoned shadows that drop x30:
For the big guys that drop x30, these DO work just like regular green item rolls from what I could tell. I showed up late to a crystal and had zero threat on them and probably 50+ yards away from them when they died and I was able to roll on them.
